Combined Synopsis and Solicitation for Weapon Power Converter Services
This is a combined synopsis and solicitation (RFQ N66604-26-Q-0383) issued by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) for evaluation and repair services of Weapon Power Converter (WPC) units on a sole-source basis with Diversified Technologies Inc. (DTI). The procurement is structured as a Firm Fixed Price purchase order for eight contract line items (CLINs) covering a base year plus three option years, extending through 48 months total. The base year (CLIN 0001–0002) runs for 12 months from contract award and includes six WPC evaluations and six repairs. Subsequent option years follow the same pattern, with option years 1–3 (CLINs 0003–0008) each containing alternating evaluation and repair quantities of six units. The justification for sole-source award is that all WPC units in the U.S. Navy inventory were procured from DTI, and design specifications are proprietary, making DTI the only qualified source capable of performing the services. Data deliverables are required per Exhibit A Contract Data Requirements List but are not separately priced. Repairs cannot proceed until evaluation reports are accepted by the Government, and any units deemed beyond economical repair must be returned to the Government.
Quote submission must occur by Wednesday, 26 August 2026 at 1400 Eastern time via email to franklin.k.patton2.civ@us.navy.mil. Offerors must provide pricing, delivery terms, point of contact information, CAGE code, and Unique Entity ID, along with proof that items ship from the U.S. (drop shipping prohibited). Delivery is F.O.B. Destination to Newport, RI 02841, with a 45-day delivery window after receipt of Government Furnished Property; shipping charges must be included in unit prices. The solicitation applies standard FAR and DFARS clauses for commercial items, including requirements for SAM registration, electronic payment via Wide Area Workflow (WAWF), and UID provision for items with unit acquisition costs of $5,000 or more. The NAICS code is 811210 with a small business size standard of $34,000,000. Past performance information and negative Supplier Performance Risk System (SPRS) data may render quotes technically unacceptable.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY
NOTICE THAT WILL BE ISSUED.
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
This solicitation is not a request for competitive quotes. However, all quotes received by the closing date will be considered by the Government for future requirements. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government. Quotes received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement in the future. This procurement is intended as a sole source requirement to Diversified Technologies Inc. (DTI). All of the Weapon Power Converter (WPC) units in the US Navy inventory were purchased from DTI, and the design specifications are proprietary. As a result, DTI is the only company with access to the WPC design specifications and is able to perform the associated repair services.
