About this file

This is a combined synopsis and solicitation for specialized environmental and durability testing services prepared under FAR Part 12 for commercial items.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) seeks shock test services on a limited source basis from Hi-Test Laboratories, Inc. and NTS Technical Systems. The solicitation, RFQ Number N66604-26-Q-0467, is being issued on an unrestricted basis with NAICS Code 541380 and a small business size standard of $19 million. The requirement consists of one base contract line item (CLIN 0001) for shock test services with a period of performance from the contract date through one year thereafter, plus two optional CLINs (CLIN 0002 and CLIN 0003) exercisable at the Government's discretion within 12 and 24 months respectively from contract date. The total contract duration, including all options, shall not exceed three years. Award will be made on a Firm Fixed Price basis in accordance with the attached Statement of Work. The Government limits competition to these two established sources due to the mandatory requirement for facilities and platforms approved by the Cognizant Technical Authority; qualifying additional sources would require substantial non-recoverable engineering costs and multi-year validation efforts. Offerors must provide proof of required Facility Clearance Level per DD Form 254, CMMC Level 2 (Self) certification, SAM registration, and include point of contact information, cage code, and Unique Entity ID with submissions. Quotes must be received by Tuesday, 21 July 2026 at 1400 Eastern time via email to Franklin Patton at franklin.k.patton2.civ@us.navy.mil. Payment will be made via electronic payment through Wide Area Workflow (WAWF). The solicitation incorporates numerous FAR and DFARS clauses related to commercial items, cybersecurity, property management, and other federal requirements.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY

NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR part 12 Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The Naval Undersea Warfare Center Division, Newport intends to procure the following testing services on a limited source basis to Hi-Test Laboratories, Inc. and NTS Technical Systems. The Government requires specialized environmental and durability testing to ensure equipment meets critical performance and safety standards. Utilizing facilities and platforms approved by the Cognizant Technical Authority is a mandatory minimum requirement. Testing conducted by an unapproved source introduces a high risk of invalid testing data, which would fail to verify product integrity and directly compromise subsequent installation and operational safety.

Qualifying an additional source to perform this highly specialized testing would require a substantial investment of non-recoverable engineering costs and a multi-year validation effort.

Consequently, soliciting sources that do not currently possess the required Technical Authority approval would result in substantial duplication of cost that is not expected to be recovered through competition, as well as unacceptable delays in fulfilling the agency's requirements.

Accordingly, it is in the best interest of the Government to limit competition for this requirement to the established, qualified sources capable of meeting these critical technical standards.

Request for Quote (RFQ) Number is N66604-26-Q-0467.
