CAMBRIDGE HOUSING AUTHORITY

PURCHASING DEPARTMENT

REQUEST FOR WRITTEN QUOTES

3-bedroom unit Turnover – #39, 9 Newtowne Ct, Cambridge, MA 02139

The Cambridge Housing Authority (CHA), as Owner and Managing Agent for its affiliate properties, is soliciting quotes from qualified vendors to renovate a residential unit at 9 Newtowne Ct in Cambridge, Massachusetts, in accordance with the documents prepared by the Cambridge Housing Authority.

The work will include drywall, insulation, kitchen replacement, bathroom work, flooring, doors, ceiling refinishing, painting, and code compliance. The awarded contractor will be responsible for providing CHA with all labor, materials, and equipment necessary to complete the project in accordance with the terms of the specification outlined in the scope of work and the document issued by the Cambridge Housing Authority. The awarded contractor will also be responsible for installing new cabinets, painting ceilings and completing all other work as detailed in the Scope of Work section. The construction period will be sixty (60) calendar days from Notice to Proceed. Comment by Kristen Donnelly: Is this suppose to be 30 or 60, I would assume 30 but didn’t want to adjust without confirmation Comment by Rock-Andral Ludger: 60 days because of the type of work. I just think this would probably required more work. However, if it's done in 30 days that's totally fine.

The work is estimated to cost between $15,000-$30,000. Quotes are subject to M.G.L. Chapter 149 and to the Davis Bacon wage determination rates attached to the quote documents. A Payment Bond in the amount of fifty percent (50%) of the contract value will be required if the awarded contract exceeds $25,000.

Quote forms and contract documents will be available beginning Wednesday, October 7, 2026, after 10:00 AM. Contractors requesting the quote specification can e-mail their request to Procurement at: procurement@cambridge-housing.org. There is no charge for the quote documents. Please include the company name, address, telephone number, and contact person in the request.

A site visit will be scheduled for Thursday, October 15, 2026, at 10:00 AM, 9 Newtowne Ct, Cambridge, MA 02139. Each contractor is encouraged to visit the site of the proposed work and become fully acquainted with the conditions as they exist in order to fully understand conditions, restrictions, and difficulties attending the execution of the work under this contract. By submitting a quote, the contractor warrants that he/she has examined the site and specifications, and the specifications are adequate, and the required result can be produced under the specifications. No increase in the contract sum nor claim for damages due to delay will be permitted as a result of the contractor’s failure to accomplish any or all of these requirements. Comment by Kristen Donnelly: I updated any reference to bidder to quote or contractor

Contractors must be in business a minimum of five years in order to be eligible to quote this project. The work will be awarded to the eligible and responsible contractor who submits the lowest quote for the full statement of work. Each contractor shall base their quote on the timely progression and completion of the work within the time for completion of the work as stated in the specification.

Deadline for contractor questions shall be submitted by Monday, October 19, 2026, by 1:00PM. Questions received after the above deadlines may not be considered by the Awarding Authority. No interpretations of the meaning of the specifications, or other pre-quote documents shall be made to any contractor orally. Comment by Kristen Donnelly: You had this at the end too, but I deleted it so it wasn’t duplicated

All quotes are due no later than Thursday, October 22, 2026, at 2:00 PM and should be submitted electronically at procurement@cambridge-housing.org. Due to the value of this contract, this is not a sealed bid process. Quotes received after the above date and time may not be considered. Comment by Kristen Donnelly: I left bid here as I think that’s the correct language Comment by Rock-Andral Ludger: That's correct.

All quotes are subject to provisions of MGL Chapter 149. All other applicable state laws, municipal ordinances, and rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout and will be deemed to be included in the contract as if written out in full.

Quotes will be subject to M.G. L. c.149 Section 44A to J inclusive and to the Davis Bacon Wage Determination Rates. The wages paid to all employees on this project shall not be less than the Davis Bacon Wage Determination rates referenced in the Project Specification.

The time of acceptance of the quote by the Cambridge Housing Authority is 30 days from the date of the quote. The award of the contract will be based on the responsive and responsible contractor offering to perform the contract at the lowest price. In the event of a tie, the contractors will be invited to the Purchasing Department for a random drawing of names which will determine who the contract is awarded to. The contract is subject to the appropriation of adequate funds and may be cancelled in the event such funds are not available.

The Cambridge Housing Authority reserves the right to reject all quotes if fewer than three responsive quotes are received.
