SUBJECT: Request For Quote (RFQ): Skyline PhotoMesh Pro 30 Fuser, TerraBuilder Site, TerraExplorer C2MP Site Licenses and Subscription Renewal, and SkylineGlobe Server Plus.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PANAPG-26-P-0000 033621 and this solicitation is issued as a request for quotation (RFQ).

The Communications-Electronics Command (CECOM), ASIC, requests a new firm-fixed-price (FFP) five-year Firm-Fixed Price, Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement of brand name Commercial Off-the-Shelf (COTS) Skyline PhotoMesh Pro 30 Fuser, TerraBuilder Site, TerraExplorer C2MP Site Licenses and Subscription Renewal, and SkylineGlobe Server Plus to support mission requirements. The applicable North American, Industry Classification System (NAICS) Code is 513210 - Software Publisher. The size standard is $47 million. The Product Service Code (PSC) is 7A21 – Information Technology (IT) and Telecommunications (Telecom) -Business Application Software.

The Government’s requirement is for Skyline PhotoMesh Pro 30 Fuser, TerraBuilder Site, TerraExplorer C2MP Site Licenses and Subscription Renewal, and SkylineGlobe Server Plus. The Distributed Common Ground System-Army (DCGS-A) requires the Skyline software suite (TerraBuilder, TerraExplorer C2MP, and SkylineGlobe) to fulfill its mandate of providing commanders with a comprehensive, multi-domain intelligence picture at the tactical edge. DCGS-A relies on the rapid fusion of disparate sensor data, including aerial ISR, satellite imagery, and ground intelligence. Skyline’s capability to automatically ingest this massive volume of raw data, rapidly generate high-fidelity 3D terrain meshes (via TerraBuilder), and securely stream interactive, low-bandwidth 3D visualizations to disconnected tactical nodes ensures that DCGS-A analysts can provide immediate, actionable situational awareness and line-of-sight targeting analysis directly to the warfighter, minimizing the "sensor-to-shooter" timeline.

Product Description: The Government’s requirements are for software that can deliver the following capabilities:

• Merge diverse datasets (aerial photos, satellite imagery, and Digital Elevation Models [DEMs]) of varying sizes, resolutions, and coordinate systems.

• Generate photo-realistic, geographically accurate 3 Dimensional (3D) terrain databases in a stream-optimized format Multi-Resolution Perspective Terrain / TerraBuilder Project (MPT/TBP).

• Utilize multi-core processing and network "fusers" to handle massive tactical datasets quickly, ensuring terrain maps are rapidly processed and updated.

• Serve as the primary 3D visualization and analytical client to fuse terrain, raster layers, 3D urban models, point clouds, and dynamic military overlays.

• Deliver critical terrain analysis tools for mission planning, including Line-of-Sight (LOS), viewshed analysis, slope mapping, and volume/area measurements.

• Sustain operational continuity for Distributed Common Ground System- Army (DCGS-A) workstations, ensuring analysts retain licensing to collaborate, annotate 3D environments, and access the latest security patches.

• Serve as the centralized, secure hub to store, catalog, manage, and stream 2D/3D geospatial data over classified or unclassified local networks.

• Dynamically streams optimized maps, terrain, vector features, and 3D tiles using open-standard protocols web map service (WMS), web map tile service (WMTS), web feature service-transactional (WFS- T), and open geospatial consortium ((OGC) 3D Tiles).

• Implement secure multi-tenant hosting ("sites"), custom authentication, and group-based access permissions to restrict data access to authorized units.

• Operational in a fully disconnected environment.

• Instant broadcasting over local military vehicle networks.

• Immediate compilation of local drone and satellite imagery.

• Must have specialized, highly accelerated multi-processor network "fusion" engine designed to stitch and optimize massive raw tactical imagery sets into a single stream-optimized database and specific, out-of-the-box military C2MP toolsets (e.g., threat dome calculations, specialized military overlays, and fast local publishing loops designed specifically for tactical vehicle nodes) .

• Must have desktop creation and modification utility for soldiers to manually edit, clean up, and compile raw, disconnected terrain data on-the-fly and rugged offline-capable desktop analytic client experience and tactical C2 overlays built-in.

• Ability to smoothly compile and render massive, multi-gigabyte/terabyte-scale 3D terrain databases under tactical network constraints and have an integrated, secure, military-grade private streaming server to securely publish proprietary local 3D data directly to deployed tactical nodes.

• Must allow for tactical geospatial engineers to actively edit, cut, patch, and re-project custom local terrain databases on-the-fly and be able to interface seamlessly with the DCGS-A system framework.
