About this file
This Request for Quote (RFQ) from the General Services Administration (GSA) seeks pricing from vendors to provide seven portable concrete mixers to support the United States Navy. The RFQ involves delivery of products to two Navy locations, with three mixers going to Gulfport, Mississippi and three to Port Hueneme, California. Interested vendors must submit pricing using the attached worksheet by April 7, 2024.
The acquisition will follow Lowest Price Technically Acceptable procedures. Submitted quotes will first be evaluated based on total price, and then the lowest priced proposal will undergo a technical evaluation to ensure compliance with specifications for the portable concrete mixers outlined in an attachment. Award will be made to the offer representing the best value as determined by price and factors such as delivery terms and past performance. The RFQ identifies requirements for pricing data, certifications, provisions, and contract terms that must be addressed in proposals.

SECTION F: EVALUATION
Overview of Evaluation Process: Quotes will be evaluated based on a two-step process designed to identify the Lowest Price Technically Acceptable (LPTA) offer. Initially, the focus will be on evaluating the Total Price (See Attachment 1 – Pricing Template) of the quotes submitted. Subsequently, a technical evaluation will be conducted for the quote with the lowest overall price, progressing in ascending order of price until a technically acceptable offer is identified.
Price Evaluation: All submitted quotes will first be ranked based on the total price for the portable concrete mixers. The Government seeks to obtain the most cost-effective solution that meets our technical specifications.
Only the price component of the quotes will be considered in this initial phase, without regard to technical merits.
Technical Evaluation of Lowest Priced Offer: Following the price evaluation, the technical quote corresponding to the lowest priced offer will be assessed for technical acceptability. This assessment will determine compliance with the mandatory technical specifications as outlined in the RFQ (Attachment 2:
Portable Concrete Mixing Equipment Specifications). Vendors must indicate their compliance with each specification by marking 'Comply' or 'Exception' in the provided columns.
Definition of Technically Acceptable: A quote is considered technically acceptable if it meets all mandatory specifications listed in the RFQ (see Attachment 2: Portable Concrete Mixing Equipment Specifications).
Offerors’ may include exceptions in their quotes if they believe these exceptions do not compromise the essential quality, safety, and performance requirements. Detailed explanations for each exception is required, clearly demonstrating how the proposed solution still meets the mission needs. However, priority and consideration will be given to offers that fully comply with all the specifications listed in the RFQ without exceptions.
To assist offerors in preparing their quotes, the Government will provide an example of what constitutes both an acceptable (good) and an unacceptable (bad) detailed explanation for exceptions to the RFQ.
Example of an Unacceptable Detailed Explanation for an exception
Specification Requirements: The RFQ specifies that each portable concrete mixer must have a minimum drum capacity of 3 cubic meters (Section 3.6).
Exception Being Noted: The offered portable concrete mixer model has a drum capacity of 2.8 cubic meters.
Our company believes that although our mixer has a slightly lower drum, we believe it’s still good enough. We also believe it will save the government money because it is cheaper.
Example of an Acceptable Detailed Explanation for an exception
Specification Requirements: The RFQ specifies that each portable concrete mixer must have a minimum drum capacity of 3 cubic meters (Section 3.6).
Exception Being Noted: While our proposed model has a drum capacity slightly below the minimum 3 cubic meters, we believe this exception should not impact the overall evaluation of our quote due to 1) the mixer is designed with an advanced mixing technology that ensures faster mixing, 2) the slightly smaller drum size enhances the mixer’s maneuverability, 3) the mixer still is compliant with U.S. military regulations.
Sequential Technical Evaluation: If the lowest priced quote is not technically acceptable, the Government will proceed to assess the next lowest priced quote for technical acceptability. This process will continue, in ascending order of price, until a quote that meets all technical specifications at the lowest price is identified.
Vendors are strongly encouraged to submit quotes that fully comply with all technical specifications to increase their chances of selection. The Government is seeking the most cost-effective solution that does not compromise on the quality, safety, and performance requirements of the portable concrete mixers.
Award will be made in the aggregate for all items. Award will be made to the offeror’s quote that represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, delivery, etc.) to meet the Government’s needs. Although price is a substantial factor, the Government will take into account all of the following evaluation factors when making a best value determination:
A) Timely Receipt of Quote: Quote received by date and time specified in RFQ Section A: General Procurement Information
B) All Items Quoted in Compliance with RFQ: This includes ensuring pricing is provided for all required items identified in Attachment 1: Pricing Worksheet
C) Delivery Quote: Evaluating quoted delivery in comparison with the Government’s requested delivery after receipt of orders (ARO). Offerors are encouraged to provide their best delivery terms with submission of their quote. Offerors proposing delivery terms more than the Government’s requested Days ARO may or may not receive more favorable consideration if a more expeditious delivery provides value to the Government.
D. Price: Pricing shall be deemed fair and reasonable in relation to performance requirements and quantities. In the absence of competition, indirect pricing comparisons will be made to help establish that quoted prices are fair and reasonable.
While past performance is not a formal evaluation factor, the Government will review the Exclusions available within the System for Award Management (SAM) (https://sam.gov/SAM/). Additionally, the Government reserves the right to review information contained in the Past Performance Information Retrieval System (PPIRS) and Federal Awardee Performance and Integrity Information System (FAPIIS), available within the Contractor Performance Assessment Reporting System (CPARS) (https://www.cpars.gov/) when making a best value determination.
