About this file

This document is a Request for Quote (RFQ) for Deblocker Testing Services issued by the Department of the Treasury's Bureau of Engraving and Printing (BEP). The RFQ is part of market research for a potential future acquisition of deblocker equipment.

The BEP's Western Currency Facility in Texas and the new Washington D.C. Currency Replacement Facility require deblocker equipment to support the preparation of sheets for automatic feeding in their print and inspect operations. The purpose of the testing is to evaluate the technical capabilities of commercial deblocking equipment relative to the BEP's draft system requirements. Vendors will be provided up to 60,000 intaglio printed sheets by the BEP to perform the deblocking services at their own facilities over a 3-5 day period. The BEP will witness the testing and collect data on the separation quality and separation rate. All test materials must be either returned to the BEP or destroyed at the vendor's facility at the conclusion of testing. This is a firm fixed-price contract with no authorized travel expenses.

The BEP’s Western Currency Facility (WCF) located in Fort Worth, Texas and new Washington D.C. Currency Replacement Facility (DCRF) located in Beltsville, Maryland are in need of deblocker equipment to support the preparation of sheets for automatic feeding in BEP print and inspect operations. This acquisition is part of market research for the potential future acquisition of deblocker equipment. By evaluating commercial deblocking equipment, BEP hopes to understand the equipment capabilities in the market and learn ways to assess the degree to which a stack of sheets has been adequately deblocked.

C.2 Objective/Scope/Purpose:

These deblocking services are being procured as part of the BEP’s market research to determine the capabilities of deblocker equipment in the commercial market.

The purpose of the test is to gather market research on the technical capabilities of the vendor’s deblocker equipment relative to the draft system requirements found in the statement of work below.

C.3System Requirements:
To successfully demonstrate separation capabilities, the vendor shall utilize BEP paper.
The vendor is to perform the deblocking services using deblocker equipment with the following minimum capabilities:

A. A method to remove smaller segments of intaglio printed sheets from a stack of up to 10,000 intaglio printed sheets on a skid.

B. A method to “break” or separate those sheets so they are no longer stuck together.

C. A method to re-stack those sheets onto the skid. The number of sheets stacked on a skid is up to 10,000 sheets.

D. A method of jogging/aligning the sheet edges on two sides to make a straight stack, straight within +/- 1/32” on the leading and side-guide edges.

E. Optional: It is preferred to have a method to demonstrate or measure adequate separation after processing.

BEP will provide personnel to advise the vendor on separation of sheets quality and separation rate requirements, to witness the performance of the testing and to ask and answer questions relative to the SOW. The vendor will be provided up to 60,000 intaglio printed sheets by BEP.

The BEP will supply test sheets for reference to set up the deblocker to be tested.

(c) Copies of the evaluations, Contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used to support future award decisions.

Bureau of Engraving and Printing utilizes the Contractor Performance Assessment Reporting System (CPARS) and the Federal Awarded Performance and Integrity Information System (FAPIIS) to record and maintain past performance information. The past performance systems hosts a suite of web-enabled applications that are used to document Contractor performance information that is required by Federal Regulations.

The CPARS module assesses performance on contracts for Systems, Services, Information Technology, and Operations Support, Architect-Engineer contracts and performance on Construction contracts. CPARS reference material can be accessed at https://cpars.cpars.gov/cpars/app/home.do

Federal Awarded Performance and Integrity Information System (FAPIIS) http://www.fapiis.gov/fapiis/govt/datareports.jsp

The registration process requires the Contractor to identify an individual that will serve as a primary contact. This individual will be authorized access to the evaluation for review and comment. In addition, the Contractor is encouraged to identify a secondary contact in the event the primary contact is unavailable to process the evaluation within the required 60-day time period. After the BEP Contract Specialist registers the contract in one of the systems listed above, the Contractor will receive a system generated e-mail notifying him/her that the contract is registered. A system generated e-mail will also provide the Contractor with a User ID if the person does not already have a system User ID.

Once a performance evaluation has been prepared and is ready for comment, the Contractor representative will receive a system generated e-mail notification that the performance evaluation is electronically available for review and comment. The Contractor representative will receive an automated e-mail whenever an assessment is completed and can subsequently retrieve the completed assessment from system. Contractors may access evaluations at one of the website listed above for review and comment in CPARS.
