About this file

This is a Request for Quotation (RFQ) issued by the California Department of Motor Vehicles (DMV) for 10 vision tester devices with slides to be delivered to Sacramento. The solicitation number is P-240159 and responses are due by March 11, 2025, with evaluation scheduled for March 12, 2025. The RFQ includes detailed technical specifications for visual acuity testing devices used for testing license applicants' static visual acuity. The devices must measure acuity levels of 20/40, 20/50, 20/70, and 20/100, include both primary alphabet slides and secondary shape-based slides for illiterate applicants, and meet strict accuracy requirements of 95% correct classification compared to professional vision testing.

The solicitation will be awarded to the lowest cost vendor meeting specifications. A DVBE (Disabled Veteran Business Enterprise) incentive is available with sliding scale percentages from 3-5% based on DVBE participation levels, though the DVBE requirement itself has been waived. The devices must meet extensive technical and safety requirements including maximum 20-pound weight, 30-second warm-up time, protection against contaminants, and a minimum two-year warranty on parts and labor. The manufacturer must provide training, documentation, and ongoing maintenance support. Key dates include questions due by March 5, 2025, and a protest period from March 10-18, 2025.

Specifications for Visual Acuity Testing Devices

This document describes recommended technical specifications and additional areas of consideration for visual acuity testing devices to be purchased by the California Department of Motor Vehicles for purposes of testing license applicants’ static visual acuity. These recommendations are based upon a recent pilot study conducted by DMV Research & Development as well as input provided by Field Operations Division (FOD) staff and management.

1 – Function

The vision tester must be able to measure static visual acuity in both eyes and in each eye separately for, at a minimum, those acuity levels at which DMV makes determinations regarding license issuance, license restrictions, and license terms. At present (2025), these acuity levels including the following: 20/40, 20/50, 20/70, and 20/100.

2 – Operation

2.1 – Operator Considerations

2.1.1 – The manufacturer shall document the necessary warm-up period for appropriate lighting in the device during testing. This warm-up period shall not exceed 30 seconds.

2.1.2 – The device shall be controlled by either (a) a manual switch or switches or

(b) a remote control unit. In either case, the manual switch or switches, or the remote control unit, must allow for turning the device on/off and for selecting test slides. In either case the manual switch or switches, or the remote control unit, must be located in a manner that is readily accessible to the operator, but less so to the examinee.

2.1.3 – Any electrical connection on the device shall be located in a manner that is readily accessible to the operator, but less so to the examinee.

2.1.4 - If the device malfunctions due to mechanical failure or light source failure, a warning light or sound shall be given to the operator.

3 – Technical Specifications (accuracy and reliability).

3.1 – False fail rate The rate at which the machine fails customers who should have passed at a given acuity level (as determined by either (a) customer vision as measured using a Precision Vision ETDRS Illuminator Cabinet, or (b) customer vision as measured by a licensed health professional) cannot exceed 5%.

3.2 – False pass rate The rate at which the machine passes customers who should have failed at a given acuity level (as determined by either (a) customer vision as measured using a Precision Vision ETDRS Illuminator Cabinet, or (b) customer vision as measured by a licensed health professional) cannot exceed 5%.

3.3 – Overall accuracy The machine must correctly classify as least 95% of all customers, across all acuity levels at which DMV makes determinations regarding license issuance, license restrictions, and license terms, by comparison with either (a) customer vision as measured using a Precision Vision ETDRS Illuminator Cabinet, or (b) customer vision as measured by a licensed health professional.

3.4 – Vison Slides The slides that accompany the device must be able to measure vision acuity of 20/40, 20/50, 20/70, and 20/100. The slides should have two lines of random alphabet letters each vision reading. The slide must start with 20/40 on the top, preceded by the two lines of 20/50, two lines of 20/70, and two lines of 20/100 on the bottom.

The alphabetical letters must be readable from right to left or left to right. A secondary slide must be available for examinee’s that are illiterate or cannot identify alphabet letters. The secondary slide shall include shapes that are easily identified and not include letters or numbers. All slides should be in black and white (Black lettering and white background). Primary (1) and Secondary (2) Slide see attached samples: Note: Secondary Slide can be different from the example given.

4 – Physical Characteristics

4.1 – Total Weight

The device, accessories, and its transportation case shall together weigh no more than 20 pounds.

4.2. – Stability
