This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for Quotes ( FAR 13 Simplified Acquisition); quotes are being requested and a written solicitation will not be issued per Far 12.603 (c)(2)(iii)Prospective awardees must be registered in System for

All contractors must comply with the requirement listed above for this request. Failure to comply may result in disqualification. The resulting action from this solicitation will be a Firm Fixed Price Purchase Order.
Award determination. FAR 13.106-2 (b)(3) and (4) - Evaluation of quotations or offers; comparative evaluation of offers. Award will be made to the responsive and responsible offeror who meets the technical requirements and potentially has the lowest evaluated price. Technical is more important than price. An Offeror’s submission should be their best and final.
The Government may reject any offer/quote that identifies an exception to the solicitation. Offer/quote that identify and excessively high or low price when compared to Government estimates, may be removed from the competition without interchanges.
TECHNICAL EVALUATION STANDARD:
The contractor shall address the following two factors:
1. Factor 1 – Technical Capability – Offeror shall clearly demonstrate their adherence to obtaining endorsement from the Archbishop of the AMS and their approach to meeting the requirements of the
Statement of Work (SOW); meeting quality and timeliness of delivery.
2. Factor 2 – Price – Offeror shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the offerors prices.
AWARD DECISION: The award decisions will be made as follows:
(1) Step One – Determine Technical Acceptability. The technical evaluation, Factor 1, stated above, will assess the offerors capability to satisfy the Government’s requirement. The Technical Capability factor will receive mailto:teri.bischof@usmc.mil a rating of acceptable and unacceptable. If any factor is rated unacceptable, the entire quote is rendered technically unacceptable, and the quote will be removed from the competitive range.
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation. Only those quotes determined acceptable will be considered for award.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
Quotes with an unacceptable rating will not be considered for award.

(2) Step Two – Evaluate Price. The offeror’s Price quote will be evaluated, for award purposes, based upon the total price quoted as annotated under Factor 2 – Price.
(3) Step Three – Award Decision. Award will be made the lowest priced, technically acceptable from a responsive and responsible offeror.

Statement of Work for
Roman Catholic Priest Services
1. Background
1.1. The mission of the Command Religious Program is to provide comprehensive religious support service for all Catholic Active Duty service members, their families, and military retirees at Marine Corps Installations-
National Capital Region/Marine Corps Base, Quantico, VA 22134.

2.1. Services provided under this contract shall consist of full coverage development and implementation of religious programs for Roman Catholic personnel within Marine Corps Installations-National Capital
Region/Marine Corps Base, Quantico, VA 22134. Congregation size is anticipated to range between 652-750 worshipers, which consist of 450 to 550 worshipers at the Marine Memorial Chapel and 200 to 300 worshipers at the Officers Candidate School Chapel.
2.2 The priority of service is as follows: The first priority is Catholic Active Duty service members and their families living on base. The second priority is Catholic Active Duty service members and their families that live off base. Retirees and their families are the third priority and are eligible to receive Catholic Pastoral care.
3. Acronyms
3.1. The following acronyms are applicable to this performance work statement:

4. Contract Requirements
4.1. The Contractor must meet all prerequisites for Roman Catholic priestly ministry as defined by the AMS.
First and foremost, the Contractor must be an ordained Roman Catholic Priest who is in good standing with the
AMS as well as with the Bishop of his own diocese or the superior of his religious community.
4.2. In accordance with (IAW) the requirements of the AMS, the Contractor will:
4.2.1. Provide a letter from his bishop or religious superior, stating that he is a priest in good standing and that he has the permission of this bishop or religious superior to accept contract.
4.2.2. Make an application for endorsement by the Archbishop of the AMS.

4.2.3. Possess managerial, organizational and leadership ability commensurate with responsibility for the administration of complete religious education and sacramental preparation programs.
4.2.4. Be flexible enough in character and personality to adjust to short-notice demands and changing circumstances, often without forewarning.
4.2.5. Demonstrate such personal qualities or traits as reliability, effective verbal and written communications skills, well-honed relational skills and an ability to serve in a very ecumenical and theologically diverse environment.
4.2.6. Possess adequate computer skills, including a working knowledge of Microsoft Word, Excel, PowerPoint and Outlook, or equivalent software and desktop computer hardware.
4.2.7. Present a well-groomed personal appearance at all times during the performance of this contract.
4.2.8. Have the experience of providing significant pastoral leadership and competent pastoral care to a congregation of at least 500 members.

4.2.9. Provide a capability to provide services in case of Priest absence. The Contractor shall provide a substitute priest in the event that the Contractor is unable to provide services. Substitute priests must meet all contract specifications and have either endorsement or permission from the AMS. The requirement for a substitute must be submitted, in writing, to the TPOC at least fourteen (14) days prior to the event. The notification requirement may be waived in emergency cases.
5. Contract Tasks/Deliverables
5.1.1 The Contractor will function only as a Catholic Priest, and not in the broad capacity commonly associated with Military Chaplains. The only function required of the priest and authorized by this contract is that of providing for members of his own faith, e.g. fellow Roman Catholics. Therefore, the Contractor shall provide the following services (or other such Roman Catholic services as may be required by church authorities).
Services under the scope of this Performance Work Statement consist of the following deliverables:
Deliverable 1: Catholic Mass Services
Deliverable 2: Catholic Comprehensive Sacramental Ministry Services
Deliverable 3: Catholic Pastoral Counseling Services
Deliverable 4: Program Management Services
All services on this Performance Work Statement shall be provided In accordance with AMS criteria.
5.1.2 Deliverable 1- Catholic Mass Services -
5.1.2.1. The Contractor shall provide Mass services in accordance with the AMS guidance. Mass services for all
Catholic Holy Days are also included in this deliverable. Masses during Holy Week (including Easter Vigil) and any special Masses (e.g., Ash Wednesday, Maundy Thursday/Good Friday/Easter Vigil, First Holy Communion, Rite of Confirmation, etc.) are also included in this deliverable.
5.1.2.1. Masses conducted at MCBQ Chapel:
Weekday Mass Services - Weekday Mass services will be provided Monday, Wednesday – Friday at the Marine
Memorial Chapel. (Tuesday’s will be Administrative Day Off to recuperate and get any personal administration completed.)
Sunday Mass Services- comprise two (2) Mass services each Sunday for a total of 84 (42 Sundays x 2 mass services per Sunday) per contract period and 10 Mass Services for holiday weekends for a total of 94 Sunday
Mass Services. Sunday Mass Services are typically scheduled for 0900 and 1215. There are 10 Federal holiday weekends in the contract period.
Sunday Mass Services during a weekend which includes or immediately follows or precedes a Federal Holiday will include a mass service at a time to be arranged with the Base Command Chaplain at least 30 days in advance.
5.1.2.2. Masses conducted at OCS Chapel:
Weekday Mass Services- comprises one (1) period of confessions and Mass service, or coordination of one (1)
Lay-led Catholic Studies class each week when OCS is in session for a total of 29 Masses/classes per contract period.
Sunday Mass Services- comprises one (1) Mass each Sunday when the OCS training schedule prevents
Candidates from attending MCBQ Chapel for a total of 14 Masses (8 Sundays x 1 Mass service, plus 3 Sundays x
2 Mass services) per contract period. Sunday Mass Services shall be scheduled in accordance with the OCS training schedule in coordination with the OCS Chaplain.
5.1.2.2. Place of Performance for Mass Services
5.1.2.2.1. MCBQ- Sunday Mass Services shall be held at the Marine Memorial Chapel according to the published schedule.
5.1.2.2.2. OCS- Sunday Mass Services shall be held at the Yeckel Hall or other designated location, according to the published schedule.
5.1.2.3. Mass services shall include homily preparations, confessions, baptism ceremonies, and a weekly bulletin with weekly meditations and special announcements for Holy Days, Confirmation, First Holy Communion, etc.
Absent special circumstances, the Sacrament of Holy Baptism will normally be conferred during Sunday Mass.
5.1.2.4. Masses for Catholic Faith Holy Days shall be provide at the MCBQ Chapel ONLY. The Holy Days of the
Catholic Faith as defined by the Church plus required special Masses are to include, but not limited to:
(a) Feast of Mary, the Mother of God (January 1)
(b) Ash Wednesday
(c) Maundy/Holy Thursday, Good Friday and Holy Saturday
(d) Feast of the Assumption (August 15)
(e) Feast of All Saints (November 1)
(f) Feast of the Immaculate Conception (December 8)
(g) Christmas (December 25)
5.1.2.5. The Contractor shall perform coordination of music services as part of Mass services. Contractor shall coordinate and approve all musical selections used during Catholic services. Contractor shall coordinate musical selection with the Director of Music/Musician & Cantor.
5.1.3. Deliverable 2- Catholic Comprehensive Sacramental Ministry Services –
5.1.3.1 Comprehensive Sacramental Ministry shall be conducted in accordance with AMS criteria, as follows:
5.1.3.1.1 Ceremonies:
Ceremonies consist of: Weddings, Funeral, Burial ceremonies, First Holy Communion, Confirmation Mass, First
Reconciliation Service, and Special Baptisms Ceremonies Special baptisms are provided on circumstances where the individual cannot attend to regular Mass service (e.g., a hospitalized individual that needs to be baptized).
5.1.3.2. Associated Catholic Services:
5.1.3.2.1. Sacrament of the Sick, Confirmation Retreat, Trainings for Altar Servers, Lectors, Extraordinary
Ministers of Holy Communion, Attendance to Catholic Advisory Council and Youth Group meetings: The
Contractor shall provide support on these associate Catholic Services for the entire congregation. Support shall be provided to meet the needs of the congregation based on its size.
5.1.3.3 Baptism and Marriage Sacramental Preparation Sessions:
5.1.3.3.1 - Contractor shall provide sacramental preparation sessions to worshipers seeking the Sacrament of
Baptism and Marriage. Preparation sessions shall be provided in accordance with AMS criteria.
5.1.3.1.2. Rite of Christian Initiation of Adults (RCIA):
Contractor shall provide RCIA to worshipers. Support shall be provided to meet the needs of the congregation based on its size.
5.1.4. Deliverable 3 - Pastoral Counseling Services-
5.1.4.1. Pastoral Counseling services consist of counseling for spiritual guidance, bereavement, annulments, sponsor letters (and similar documentation) as well as pastoral visitations for outreach to congregation members such as for hospital visits, house blessings, etc. Not included under this deliverable is counseling/classes provided specifically in preparation for a sacrament (e.g. baptism or wedding). Contractor shall provide support to meet the needs of the congregation based on its size (652-750 worshipers).
5.1.4.2. The Contractor shall compose and provide content for the publishing of special Sunday bulletins and special
Masses/Liturgies.
5.1.4.3. Contractor shall provide active duty priests the first option to perform Pastoral Counseling Services if the active duty priest is present at the chapel. The Contractor may grant permission for another priest or a deacon to perform such ceremonies (e.g. as in the case of a relative, civilian pastor or former chaplain), after informing the
Command Chaplain and any assigned active duty priest.
5.1.4.4. The Contractor shall provide services in the manner of a pastoral assignment to meet the spiritual needs of the MCB, Quantico congregation with the same devotion, dedication and professionalism customarily expected of
Roman Catholic clergy.
5.1.4.5. The Contractor shall coordinate office hours with the MCBQ Command Chaplain to provide for the needs of the Congregation and coordinate services.
5.1.5. Deliverable 4 - Program Management Services-
5.1.5.1. Contractor shall provide a quarterly status report to the TPOC which details the services rendered for each deliverable during the previous quarter. Report is due on the same day after Quarter completed and forwarded to
AMS as part of AMS requirements.
5.1.5.2. Contractor shall coordinate all scheduled activities, worship services and liturgical events with the
Command Chaplain, the TPOC and with other MCINCR-MCBQ Chaplains, as required.
5.1.5.3. Services also include administrative duties such as phone calls to and from Congregation members and all required Church reports and forms.
5.1.5.4. Contractor shall fulfill the AMS-mandated role of Director of Religious Education, working in close cooperation with the contracted Coordinator of Religious Education to ensure a vibrant, comprehensive program of religious education. This includes teaching.
5.1.5.5. On a monthly basis, contractor shall coordinate all scheduled activities, worship services and liturgical events with the Command Chaplain and with other MCINCR-MCBQ Chaplains, as required.
5.1.5.6. Contractor shall ensure all conduct and communications related to these requirements are executed with the highest level of respect and professionalism.
5.1.5.7. Attend and/or participate in Staff Meetings, as scheduled by the MCBQ Command Chaplain.
5.1.5.8. The Contractor shall provide to AMS and the MCBQ Chaplain Office copy of all sacramental records and documentation generated in the execution of this contract. Documentation shall be provided no later than 30 days after occurrence. The Contractor shall comply and abide to sacramental records policy instituted by AMS.
6. Criminal History Background Checks (CHBC)
6.1. The Contractor shall submit and successfully pass and maintain a Criminal History Background Check in accordance with the Department of Defense Instruction (DoDI) 1502.5.
Such background checks are required of all contractors who provide services to clients under the age of 18 and are based on fingerprints obtained by a government law enforcement officer, as well as inquires conducted through the Federal Bureau of Investigation (FBI) and State Criminal Repositories. The Contractor must complete all required criminal background check forms/questionnaires accurately and thoroughly. Refusal to submit all or part of the information required to complete the background check will result in disqualification. Falsification or negative results of the submitted information will result in disqualification/termination which means that the
Contractor would not be eligible to provide services under this government-funded contract.
7. Period of Performance
7.1. Base, plus four year Options. Refer to Pricing Table, Period of Performance.
7.2. During the term of the contract, the Contractor shall:
7.2.1. Provide pastoral duties as usual on civil holidays, as may be required by the Roman Catholic Church.
7.2.2. Observe all Federal Holiday periods, except as required for the performance of the terms of his contract
(e.g. Sunday or Holy Day Masses).
7.2.4. Coordinate continuation of services when Contractor personnel are on vacation, attending retreats, or otherwise unavailable. The scheduling of this time will be coordinated with the TPOC, the Command Chaplain and (if present/assigned all assigned active duty priests), at a minimum, 30 days prior to the period of unavailability. The Contractor will be responsible for providing substitute personnel during the period of unavailability.
8. Contractor Responsibilities
8.1. The Contractor shall be responsible for safeguarding all government property provided for use under this contract. All facilities and equipment, under his jurisdiction, will be secured at the close of each service period, in coordination with the duty Religious Program Specialist assigned to assist him.
8.2. The Contractor shall maintain close custody of all keys for government property and facilities that have been issued to him. The Contractor will safeguard such keys from loss or use by unauthorized persons. Upon discovering the loss or misuse of any keys, the Contractor will report immediately such loss or misuse of keys to the TPOC.
8.3. The Contractor shall provide the TPOC and the Command Chaplain with accurate contact information, including address, phone number, and e-mail address.
8.4. The Contractor is not to make use of the title or be referred to as “Chaplain”, but rather shall use his civilian title, “Father”. The Contractor shall operate under the ethical standard of all clergy, including the canonical, sacramental requirement of all Roman Catholic priests.
9. Government Responsibilities
9.1. The Government will provide suitable facilities for the specific tasks of this contract, to include but not be limited to, the Marine Memorial Chapel, the Blessed Sacrament Chapel, the sacristy, and suitable office space.
All scheduling and usage of all Command Religious Program spaces and facilities shall be coordinated with the
Technical Point of Contact.
9.2. The Government will provide all requisite materials for liturgical celebrations and pastoral work, such as vesture, sanctuary supplies, and instructional materials.
9.3. The Government shall provide office supplies, as available, and as requested by the Contractor in the furtherance of the performance of his duties and services as described in this contract.
9.4. The Government will provide a computer, printer access, printer supplies, and internet access. All equipment shall be used only when conducting Government services. All equipment remains the property of the USMC and the Contractor shall abide by all regulations while the equipment in his custody.
10. Applicable Technical Orders, Specifications, Regulations and Manuals:
10.1. The following publications are applicable to this contract:
10.1.1. Secretary of the Navy Instruction (SECNAVINST) 1730.7D – Religious Ministry Support within the
Department of the Navy.
10.1.2. SECNAVINST 1730.8B – Accommodation of Religious Programs in the Marine Corps.
10.1.3. Marine Corps Order (MCO) 1730.6E – Command Religious Programs in the Marine Corps.
10.1.4. MCBQORD 1730.1E – Religious Ministries, Chaplains and Assigned Enlisted Personnel.
11. Non-Disclosure Agreements
11.1. All Contractor personnel receiving access to Government data or data from another Contractor through this effort must provide a signed non-disclosure statement prior to start of work. This statement shall be submitted to the Contracting Officer with a copy to the TPOC. All non-disclosure agreements shall be signed by all Contractor personnel involved in this effort and returned within five (5) business days after receipt of award.
12. Working on a Government Installation
12.1. The Contractor shall have identification badge, which identifies, by photograph, the individual as a contractor. This badge shall be presented for examination upon request from the Contracting Officer, TPOC, QA
Personnel, Military Police, or any other Government official with a need to see the badge.
12.2. The Contractor shall be subject to all traffic, security, and registration regulations for personnel and vehicles. Copies of current regulations may be obtained from the Contracting Officer.
12.3. Contractor personnel shall ensure that when logged onto Government equipment that their profile shows them as Contractor personnel. Unless otherwise directed by the TPOC, all documents produced or revised by
Contractors or developed through Contractor participation must be marked as “Contractor generated documents” or otherwise identified in a manner that discloses the Contractor’s participation.
13. Government Data
13.1. No data, materials, or other items created or provided expressly for this contract shall be used by the
Contractor for any purpose other than the support and performance under this contract without the prior written permission of the Contracting Officer.
14. Authority of Government Personnel
14.1. The Contracting Officer is the only person who can legally modify a resulting contract or obligate the
Government for expenditure of funds. Costs shall not be incurred by recipients of the solicitation in anticipation of receiving direct reimbursement from the Government.
14.2. Only the Contracting Officer has the authority to authorize deviation from the terms and conditions of any resulting contract, including deviations from specifications and requirements. In the event the Contractor does deviate, without written approval of the Contracting Officer, such deviations shall be at the risk of, and any cost related thereto, shall be borne by the Contractor. Any matter concerning a change to the scope, prices/costs, terms, or conditions of this contract shall be referred to the Contracting Officer.
