Quotation Preparation Costs

The costs for preparation for this quote shall be the responsibility of the contractor and not reimbursable. The quote must include, at a minimum, all labor wages, management, supervision, mobilization, and other associated costs not explicitly provided for in the SOW.

1.0 Order Type

This Request for Quote (RFQ) is contemplated to result in a firm-fixed price Task Oder against the GSA MAS for the General Services Administration (GSA).

1.1 Pricing Information

The vendor is to provide all work (including all labor, equipment, materials, inspections, planning, supervision and contract coordination) in accordance with the Statement of Work dated March 18, 2025.

3.1 Period of Performance

The period of performance for this requirement is expected to be 180 calendar days from the kick-off meeting. The anticipated start date for this Task Order is June 30, 2025, with an estimated contract completion of December 29, 2025.

6.2 Invoice Requirements

All invoices must identify the specific contract line-item number (CLIN), description, the billing rate and applicable units executed. Invoices should be submitted for completed work

(deliverables received) and accepted by GSA. Invoices that do not meet the minimum requirements will be rejected.

Invoices shall be submitted electronically only, unless otherwise specified, to the designated billing office specified in this order. Invoices must include the Task Order Number and

Pegasys Document Number (EP) which will be provided at time of award of the BPA call order.

A completed SF-18 along with a detailed pricing breakdown shall be submitted in two volumes (1- technical) (2- pricing) via electronic mail to the Contracting Officer (see 4.1) not later than June 17, 2025, 2 PM EST.

9.0 Basis of Award

9.1 General:

The Government will evaluate each proposal as a whole on the basis of price and technical merits and award to the vendor whose proposal represents the best value to the Government using the lowest price, technically acceptable approach (LPTA).

LPTA allows the government to award to the responsible vendor whose offer conforming to the solicitation is technically acceptable with the lowest price. A “technically acceptable proposal” is a proposal evaluated “acceptable” in each evaluation factor. This is a “Pass/Fail” assessment. See below for the “Evaluation Factors”.

The Government reserves the right to award on initial offers without discussions. Therefore, vendors are encouraged to submit their most favorable terms from a technical and price standpoint. Vendors are cautioned that proposals containing qualifications, conditions, or expressing unilateral interpretations of the RFQ/Task Order requirements may be rejected by the Contracting Officer.

1.2. PROJECT INFORMATION

To be considered successful, the Work shall find the reasons and preventions to early failure of Economizers #1, 2 and 5 tubes.As Tube failures can result in reduced efficiency, unplanned outages, and potential safety hazards.

1.3. ROLES AND RESPONSIBILITIES

Contracting Officer’s Representative (COR): The GSA COR will monitor contract/project progress and is responsible for the general administration and technical coordination of this project. The COR is the Government's point of contact for pre/post award information exchange, design submission reviews, construction inspection/tests, and all administrative duties associated therewith.

Contractor: The Contractor is solely responsible for the work (including all labor, equipment, materials, inspections, planning, supervision and contract coordination) to meet requirements of the SOW. The Contractor shall raise concerns or questions directly to the COR prior to discussion with the agency or customer.

Customer initiated changes: Following project award, the Contractor shall bring to the attention of the COR, any directly requested customer changes to clarify any concerns or qualifications of the SOW.

Contractor Initiated Changes: Following award, Contractor initiated changes from this scope of work are subject to GSA approval. All Contractor initiated changes shall be separately documented. The Contractor shall provide all information necessary to satisfy the GSA as to need, benefit, or comparability of all changes for GSA approval.

1.4. PROPOSAL SUBMISSION REQUIREMENTS

It is recommended that the Contractor meets with the COR to walk the project prior to providing a proposal/quote.

2. SCOPE OF WORK (SOW)

2.1. DESCRIPTION OF WORK

Furnish all labor, materials, supervision and equipment required for installation of all items contained in the drawings (if applicable) and scope of work. All work is to be performed in accordance with this statement of work, drawings and all attachments and shall be consistent

with industry standard best practices unless otherwise noted. Work shall be performed and completed at a time and date coordinated with building activities so as to minimize impact on facility and tenant operations. Perform area clean-up, secure work areas and inform appropriate buildings personnel of work completion.

Minimum tasks, but not limited to, for this study as follows:

1. The contractor shall gather all relevant design data, operating parameters, and maintenance records of the boiler and economizer system.

2. Failure History: the contractor shall collect information about previous failures, including locations, dates, frequency and maintenance logs.

3. Operational Data: the contractor shall review operating conditions (e.g., pressure, temperature, fuel, composition, flue gas and feed water properties) at or during the time of failure.

4. Material Data: the contractor shall document material specifications for the economizer tubes, including recommendations for the new tubes with any heat treatments or coatings applied

5. Inspection of failed tubes: conduct visual and non-destructive examination (NDT of the failed tubes to assess the nature of the damage (e.g., cracking, thinning, corrosion). Use NDT methods such as ultrasonic, dye penetrant testing or radiographic examination to assess tube wall thickness, detect cracks, and identify any material loss

6. Metallurgical Analysis: perform metallurgical examination (microscopic and macroscopic) to detect material degradation, fatigue or defects. This shall include microtructure analysis and hardness testing to detect any signs of embrittlement, fatigue or corrosion-related damage

7. Chemical Analysis: analyze any corrosion products or deposits on tubes to understand the chemical environment causing the failure. Analyze any corrosion products, scale or deposits found on the internal or external surfaces of the economizer tubes to determine if chemical reactions or fouling contributed to the failure

8. Mechanical Causes: investigate potential mechanical stress (vibration, thermal expansion, etc.) that could lead to tube failure

9. Corrosion Mechanisms: Identify any corrosion-related issues (e.g., pitting, acid dew point corrosion or high temperature oxidation).

10. Operational Issues: Assess whether improper operation, start-up, shutdown, etc. could contribute to the failures

11. Design Deficiencies: analyze whether there was a design deficiency of the economizer tube material specifically for Boilers#1, 2 and 5

12. Use Forensic type engineers to investigate causes for the premature failure of economizer tubes.

13.Evaluate: physically examine, chemically analyze, and perform testing for the tube material and rusty deposits inside and outside the tubes. Two (2) samples have been cut from tubes in Boiler 2 and 5. These samples will be given to the contractor.

14.Review effect of sump water mixing with partially treated water in the HOT WELL.

15.Review effect of broken tubes in the heat exchanger (continuous blowdown), which preheat the city water for the make-up.

16.The plant has a water treatment system with 8- softeners, 4- de-alkalizers, 2- deaerators and 1- Hot Well storage. Sometimes, these vessels are partially or totally removed/shut off, and chemicals are used for their function. Analyze the effectiveness of the substituted chemicals on the economizer tubes. Also, freshly treated water from ROs is used as the feed water, analyze its effect on the tubes

17.Review the Plant’s feed water chemical treatment system, condensate return, and ROs water used as the feedwater and determine if any one of these processes/operations is resulting in rapid failure of economizer tubes.

18 Analyze/determine if water treatment chemicals have sufficient time to react/clean before the feed water is converted to steam inside the boiler

19. Analyze the chemical residual/deposits inside and outside the tubes. Analyze the effect of the boiler’s bottom blowdown procedures, which is not being performed, and maybe contributing to the deposits inside the tubes

20. Determine if the steam is being produced inside the economizer tubes, recommend alternatives/methods to avoid/stop it determine if the feedwater’s flashing inside the economizer tubes is in occurring to damage the tubes and recommend how to avoid/stop it

21.Most of the failures have been in and near the tube bends. Contractor shall evaluate the use of water headers as alternate to the bends evaluate benefit of using of compressed rings (heat collection) around the tubes or welded rings, and should the stress be relieved on the tubes after fitting the rings

22.Determine if the feedwater flow path is not contributing to the tube failure. Economizers #1 and 2 are being fed from top and #5 The economizer is being fed from the bottom.

23.Verify the chemical testing equipment and instruments for the accuracy/calibration.

24.Use destructive and non-destructive methods for the evaluation of the failure of the sample (given to the contractor) economizer tubes.

25. Include pictures, test analysis, calculations, causes and manners of the failures in the report. evaluate impact of the boiler flue gas path through the economizer (around the tubes), flue gas stratification, i.e., to keep some parts of economizer too cool and some too hot to cause tube failure.

26. Review the operating procedures (filling with treated water, isolating when boiler is not fired, bringing it online and offline, etc.) for the boiler and economizers, to determine if the existing procedures are contributing to the failures.

27. Review the flue gas temperature and its effects as it passes through the economizer if it has any effect on the tubes, such as acid formation, rapid chemical reaction to the tube metal.

28. Chemical levels/limits are the same as normally used for the typical heating boilers, but the instrumentations to measure may not be regularly checked and certified for calibration. Examine different stages of operation, what is being done with the regulating and shut-off valves. Feedwater header pressure normally runs at 500 psig and the boilers/economizers steam at 250 psig. Analyze if the open or leaking regulating and stop valves are contributing to impulse and excessive pressure in the economizers and then suggest the alternates recommend the better tube material, chemical treatment for feedwater, and tube coding for outside and inside, reputable economizer manufacturers.

29. Recommend improvements in the current operating procedures to increase the tubes’ life.

Manufacturers anticipate life expectancy for economizer tubes as 15 to20 years. The subject economizers’ tubes started to fail within 4 years. furnish budget prices and SOW for re-tubing economizers # 1, 2 and 5. Follow GSA’s guidelines to prepare estimates and sample design-build specifications.

30. Central Heating Plant has cut two samples/pieces of economizer #2 and 5 tube sections for the contractor to examine. These samples will be given to the contractor at the pre-construction meeting. If more samples (actual cut out from the economizer tubes), GSA will provide them, if it is necessary.

31.Contractor shall present his/her findings and recommendations to the managers and supervisors during a meeting and answer their question. Minimum of two such meetings at the Central Heating and Refrigeration Plant and to be scheduled 7 days in advance through the GSA’s Project Engineer.

The Contractor shall be responsible for relocating any electrical and/or mechanical building system components necessary to perform this work. Any system the Contractor deems necessary to relocate, not described in this SOW, shall only be relocated after approval from the COR. The Contractor shall comply with all requirements of OSHA 29 CFR 1910.147/1926.417 Control of Hazardous Energy as well as Section 8.11.

The Contractor shall be responsible for relocating any electrical and/or mechanical building system components necessary to perform this work. Any system the Contractor deems necessary to relocate, not described in this SOW, shall only be relocated after approval from

03/18/2025 5 of 11 the COR. The Contractor shall comply with all requirements of OSHA 29 CFR 1910.147/1926.417 Control of Hazardous Energy as well as Section 8.11.

2.2. MATERIAL ORDER/DELIVERY

Ensure appropriate materials for the completion of this project are received and staged on-site prior to commencing any work if needed. The GSA COR shall inspect and approve all building materials and all replacement materials prior to the start of work.

2.3. PROCEDURES

The entire scope of work must be followed by the Contractor to include any industry standard practices that could assist in identifying the route cause of tube failures.. Each and every item must be adhered to, including notifications of job award, discussion of the project prior to starting, job schedule information, etc. This scope of work does not permit product substitutions unless the Contracting Officer has granted written permission. Upon award, the contractor must fully read, understand, and provide this document to each member of the team that will be working on this project. Each team member and technician on the job site must fully understand these expectations. Failure to correctly complete any of these items may result in penalties and result in extra costs for the Contractor.

3. PROJECT DELIVERABLES

3.1. PROJECT DELIVERABLES

This project is a technical study project type. Project deliverables consist of pictures, test analysis, calculations, and the cause/manners of the failures in the reports. If there are new practices available at time of award, contractors should include those additional tests and procedures as a part of their report.

3.2. SUBMISSIONS

The Contractor will discuss, with the COR, the concept of the building systems within the scope of work before beginning any work. Prior to beginning the work, the Contractor shall provide necessary shop drawings, submittals, product cut-sheets, and the project schedule for the successful completion of the project. All information shall be updated as necessary and the submission must have an approval signature of the COR before ordering and installation.

3.3. PERMITS/ INSPECTIONS

Provide a copy of necessary permits and inspections to the COR for the work if necessary.

3.4. PERIOD OF PERFORMANCE

This Task Order is to be completed within 180 days after receipt of Award.

3.5. HOURS OF WORK

All work to be performed during the normal building hours of 7:00 am - 3:00 pm, Monday to Friday.

Any work creating significant noise and or disruption to building activities shall not be completed

03/18/2025 6 of 11 during normal building hours. Additionally, all work shall be specifically coordinated through CO or his/her designee.

4. STANDARDS, CODES, AND REGULATIONS

4.1. STANDARDS

All work activities shall be performed in a manner consistent with GSA Safety Specification 01546, the guidance as set forth by OSHA, and NFPA 70, NFPA 70E, and IEBW for electrical safety of personnel and equipment .Work areas shall be established consistent with the standards for work on or around energized equipment and all appropriate electrical safety considerations shall be taken.

This project shall comply with all the latest editions of all the following applicable codes.

5. MATERIALS AND WORKMANSHIP

5.1. MATERIALS

The Contractor shall supply materials consistent with, or exceeding, the quality of existing building components, and shall the materials shall be of commercial or industrial grade. Refurbished equipment meeting these standards is specifically allowed if a comparable and complete equipment and installation warranty accompanies the materials. All materials shall be verified to be of appropriate quality and condition prior to installation.

5.2. PREMISE PROTECTION

Appropriate actions shall be taken to ensure adequate protection to existing equipment and finishes.

The Contractor shall protect adjacent areas at all times during the work. Any damage caused as a result of the Contractor’s activities shall be repaired at no additional cost to the Government and shall in no way adversely affect required schedules and guarantees.

5.3. WORKMANSHIP

Workmanship shall conform to the best practices of the trade and to be in accordance with all Federal, State and local codes.

6. SPECIAL AND SPECIFIC REQUIREMENTS

6.1. USE OF BUILDING FACILITIES

The Contractor may use utilities, services and toilet facilities of the buildings, subject to the approval of the Building Manager. The Contractor shall prohibit his employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephone or office equipment provided for official Government use. The Contractor shall require his employees to comply with the instructions pertaining to conduct and building regulations issued by duly appointed officials.

6.2. FIRE HAZARDS

The Contractor shall take every precaution to prevent fires during the performance of this contract.

The Contractor shall furnish a covered metal receptacle to be kept on the exterior of the building to place therein all combustible material such as oily rags, waste, etc, used in the performance of the work. Paint product containers are to be kept sealed at all times except when in use.

The Contractor must provide and have available at all times, portable fire extinguishers, suitable for potential hazard(s) involved. He must also obtain from the Building Manager, a separate daily permit for any welding or cutting on a day-to-day basis (GSA Form 1755).

6.3. CONTRACTOR EMPLOYEES

Each employee of the Contractor shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence as evidenced by Alien Registration Receipt Card Form or, who presents other evidence from the Immigration and Naturalization Service that employment will not affect his immigration status.

6.4. EXTRAS

Except as otherwise provided in the contract, no charge for extra work or materials will be allowed unless the same has been ordered in writing by the Contracting Officer and the price stated in such order and approved by the Contracting Officer.

6.5. INDEMNITY

The Contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to, or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole, or in part from, the negligent acts or omissions of the Contractor.

6.6. SECURITY PROVISIONS

All Contractor and subcontractor employees will be required to furnish information for security clearances and comply with security regulations as imposed by the occupying agencies. The contractor will make it a specific provision of his subcontracts that these regulations be accepted.

Security provisions are required in accordance with the HSPD-12 program.

6.7. ACCESSIBILITY

Architectural Barriers Act Accessibility Standard (ABAAS) is mandatory for all GSA projects within Federal Buildings. If local accessibility standards exist, the Contractor must follow the most stringent requirements between the local standards and ABAAS.

The building ABAAS accessibility shall be maintained at all times.

6.8. ENVIRONMENTAL POLICY ACT (NEPA)

Pursuant to paragraph 5.3 of the PBS NEPA Desk Guide (Oct 1999), this action is covered by an Automatic Categorical Exclusion (AutoCATEX) and requires no checklist.

6.9. SAFETY AND OCCUPATIONAL HEALTH

All contractor(s) shall comply with the safety standards and guidelines referenced in Section 5.2 as well as the following requirements:

GSA NCR Safety and Health are the authority having jurisdiction (AHJ) for all safety and health concerns at all GSA owned facilities.

The Contractor shall provide a site-specific Safety and Health Plan that includes job hazard analysis, bloodborne pathogens, emergency response, personal protective equipment (PPE) requirements, hazard mitigation, hazardous energy control (lock out/tag out), arc flash requirements, hazardous noise, confined space, crane plans, fall protection, chemicals being used onsite, trainings/ certification, and when safety toolbox meetings will occur.

The Contractor shall provide Safety Data Sheets (SDSs) for all substances/ materials to be used in the performance of this contract to the onsite O&M shop. The Contractor will ensure all personnel wear the appropriate personal protective equipment required by the SDSs.

The Contractor shall ensure that all hazards at the end of the workday/ project end are mitigated to ensure that the site is not left in an unsafe condition (e.g., fall, confined space, excavation, chemicals, walkways).

The Contractor shall ensure a first aid kit is available at the site and that all employee injuries and incidents are reported to the COR immediately for reporting to GSA Safety and Health.

The Contractor shall ensure that all hazardous energy sources are locked and tagged out, arc flash procedures are followed to include all PPE, lock out/ tag out (LOTO), labeling, demarcation of zones, and all 1-line drawings are updated. All new electrical must be updated on the inside electrical panel door, all wires are run correctly, and wires are labeled.

All equipment and material that is owned by the contractor must be labeled with the contractor's contact name and cell number for rapid identification during inspections or emergency situations.

The Contractor shall only use extension cords with three (3) prongs (ground) and only use them for temporary power on a daily basis. All extension cords will be inspected before use for damage, frayed electrical, exposed wires, and must dispose of all damaged extension cords. Damaged extension cords cannot be repaired with electrical tape and must be replaced with new to prevent electrical shock hazards and fire. Extension cords cannot be plugged into outlets that have appliances or essential

03/18/2025 9 of 11 equipment plugged into them. The GFCI extension cord adaptors can be used to prevent tripping of electrical services.

The Contractor shall not store chemicals, equipment, debris, or trash in or around electrical rooms/ panels, in hallways, stairwells, on stairs, or in authorized spaces at any time.

The Contractor shall not permit any contractors/ employees from entering a confined space, accessing the roof top areas without the proper clearance, fall protection, RF Radiation hazard areas, or any other area deemed unsafe by the COR or GSA NCR Safety and Occupational Health.

The Contractor will ensure compliance with all confined spaces with attention to the entry of permit required confined spaces. The contractor is responsible for working with the O&M contractor and building manager for compliance with the site confined space program.

The Contractor shall at any time be able to submit inspection documentation and training documentation for its employees to the COR and GSA NCR Safety and Occupational Health personnel.

All accidents must be reported to the COR immediately and any injuries to personnel must be reported to the COR and NCR Safety and Health immediately with updates hourly until the situation is addressed. A written report shall be submitted within 24 hours of the injury to the COR and NCR Safety and Health. Incidents without injury must submit a written report to the COR within 24 hours.

7. PROJECT CLOSEOUT

7.1. PAYMENTS

The Contractor shall provide a signed invoice within 30 days of completing work/inspection according to the specific requirements of the COR. Due to the minimal dollar value of the contract, partial payments shall not be allowed, with full payment to be made following satisfactory inspection and receipt of all deliverable items.

7.2. INSTRUCTION/TRAINING/MANUALS

The Contractor shall provide formal instruction for up to five Government designated personnel, addressing the operation and maintenance of the newly installed equipment if necessary. Operation and Maintenance manuals shall be developed and used as training materials. The Contractor shall provide a training plan with the Final Design Document submission, addressing all involved equipment. The Contractor shall provide manuals/documentation reflecting "As-Built" constructed building features/systems, including specifications, shop drawings, design calculations, and operation/maintenance requirements.

The Contractor shall provide (5 ) copies of COR/Agency approved shop drawing and product/catalog data submissions along with O&M manuals identifying all procedures, tools, equipment and parts necessary to assure satisfactory operations and to provide maintenance per manufacturer's recommendations.
