About this file

This is a Request for Quote (RFQ) for credit research services related to Nationally Recognized Statistical Rating Organizations (NRSRO) and private label mortgage-backed securities from the Federal Housing Finance Agency (FHFA).

The solicitation seeks quotes for NRSRO financial institutions and private label mortgage-backed securities credit research under FAR Parts 12 and 13 procedures, classified as commercial items under NAICS code 519290 (Web Search Portals and All Other Information Services) with a 1,000-employee size standard. Quoters must be actively registered in the System for Award Management (SAM) at submission or their quotes will not be considered. Questions and suggested alternate terms must be submitted by Tuesday, July 7, 2026, at 1:00 PM Eastern Time to jennifer.sellers@fhfa.gov. Quotes are due no later than Wednesday, July 22, 2026, at 1:00 PM Eastern Time and must remain valid for a minimum of 90 calendar days. Quoters shall submit two separate electronic volumes: Volume I (Technical Quotation) limited to 20 pages (excluding cover page and Item 2.0) addressing technical capability, approach, and Section 508 ICT accessibility conformance via a Voluntary Product Accessibility Template (VPAT); and Volume II (Price Quotation) with completed pricing worksheets in Microsoft Excel, pricing comparatives to other government and commercial entities, and a license agreement or terms of use agreement. The award will be one firm-fixed-price purchase order for a 12-month base period plus four one-year option years. Technical capability (Volume I) is weighted more heavily than price (Volume II), though price importance may increase if technical proposals are evaluated as equal. Only quoters receiving an overall technical rating of acceptable or higher will be considered for award. FHFA reserves the right to make an award based on best value rather than lowest price and may conduct exchanges with one, several, or all quoters at its discretion.

10. The following statement “The Quoter takes no exception and completely accepts all the terms and conditions in the RFQ and subsequent amendments.”

Volume I: Technical Quotation The Quoter’s technical submission should demonstrate the firm’s capability to perform the work requirements outlined in the Attachment A. Volume I shall include separate sections within the volume outlining the following items:

Item 1.0 Technical Capability and Approach.

The Technical Capability and Approach must describe the Quoter’s proposed overall capability and approach to fulfill the overall requirements of Attachment A, Statement of Work (SOW), especially those delineated in Section 4.0. Quoters must describe and demonstrate the soundness of their approach, methodology, technique, or plan to accomplish each task/requirement identified in Attachment A. Quoters must separately address each task/requirement and describe how it can complete and meet those tasks/requirements; the Quoter must not simply restate the requirements as written in Attachment A. The Government is seeking to determine if the Quoter can satisfy all of the Government’s requirements and how the vendor intends to satisfy those requirements.

Additionally, the Quoter must clearly document and describe when it is quoting solutions/methods/requirements that exceed the stated minimum requirements in Attachment A and how the quoted solution/method/requirement exceeds the stated minimum requirements in Attachment A.

Included in the above:

• The Quoter must include a description of their research datasets, including their data dictionary or equivalent documentation. Data dictionary or equivalent documentation may be an embedded link (sites must be within the United States) and the page lengths will not be included in the Volume I, Item 1.0 page limit.

This item is evaluated and factors into a rating given for Volume I; it must be included by the Quoter in its Volume I submission.

Item 2.0 Conformance with Information and Communication Technology (ICT) Accessibility Requirements (Section 508).

Commercial off-the-shelf (COTS) and Cloud-Based Solutions including Software as a Service (SaaS) products (no development or customization): Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item that will be developed, procured, maintained, or used under this contract.

1. Create the ACR using the Voluntary Product Accessibility Template (VPAT®) Version

2.1 or later, located at https://www.itic.org/policy/accessibility/vpat.

2. Complete each ACR in accordance with the instructions provided in the VPAT® template. Each ACR must address the applicable Section 508 requirements referenced in the Statement of Work/Performance Work Statement/Specifications.

3. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" responses must be explained in the remarks/explanations column or through additional narrative.

https://www.itic.org/policy/accessibility/vpat

4. Provide a description of the evaluation methods used to support Section 508 conformance claims. The Agency reserves the right, prior to making an award decision, to perform testing on some or all of the Vendor’s proposed ICT items to validate Section 508 conformance claims made in the ACR.

This item is evaluated and factors into a rating given for Volume I; it must be included by the Quoter in its Volume I submission.

Page Limitation.

Excluding the cover page and Item 2.0, the Volume I Technical quote (including all non-price factors and other attachments) submission is limited to twenty (20) pages.

The font and format shall be of readable quality. Excessively small font may be rejected or not evaluated at the Contracting Officer’s discretion.

Quoters shall not include any price information in the technical quotation. For the overall technical quotation, a recitation or paraphrasing of the requirements already identified in the work requirements will not improve the quotation.

Volume II- Price Quotation Each Quoter shall submit a price quotation separate from the technical quotation (Volume I).

The price quotation shall include the following:

Item 1.0 Completed Pricing Worksheets.

• Completion of all unit prices as stated in Attachment C, Pricing Worksheet, including any stated options. Please include any and all discounts in this pricing.

• If any further explanation of the price extended in the Attachment C Pricing

Worksheet is needed, please include a Microsoft Word and Adobe PDF document within your Volume II submission that provides the necessary narrative. However, the Quoter’s officially extended and final pricing shall be included in the Attachment C Pricing Worksheet.

• A separate document (whether in Microsoft Word, Adobe PDF, and/or Microsoft

Excel) that provides pricing extended to other government agencies (e.g. federal, state, local, etc.) and commercial entities for similar data. This pricing information is used by FHFA to help determine whether the quoted pricing to FHFA is fair and reasonable.

This item is evaluated for price fairness and reasonableness; it must be included by the Quoter in its Volume II submission.

Item 2.0 License Agreement/Terms of Use Agreement.

Quoters shall submit their EULA or Terms of Use Agreement for its dataset access, preferably a Federal government version, as part of Volume II (as a separate Microsoft Word document).

Quoters shall adhere to the SOW Section 6.0 for specific guidance related to the license agreements. The vendor shall provide a summary of the extent to which the license agreement meets or deviates from the SOW Section 6.0 requirements.

This item is not evaluated and does not factor into an analysis of the Volume II, Price Quotation submission, but must be included by the Quoter in its Volume II submission.

Page Limitation. There is no page limitation on the price quote submission.

Representations and Certifications

Quoters shall submit representations and certifications per FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically).

Evaluation and Selection Process

Since this award is made under the policies of FAR Part 12 in conjunction with FAR Part 13 procedures, the evaluation process is streamlined, and FHFA has considerable flexibility in its award decision. FHFA will evaluate the quotation considering positive attributes, negative attributes, and potential risk of the overall quotation.

During the evaluation process, FHFA may or may not conduct exchanges. If FHFA conducts exchanges, such exchanges may be with one, several, or all Quoters. Exchanges may vary based on FHFA’s need to understand or give Quoters an opportunity to improve their quotations, but all exchanges will be fair and equitable.

Only Quoters whose quotes receive an overall technical rating of acceptable or higher will be considered for award. Following an evaluation and, if necessary, tradeoff analysis, FHFA may make one or more than one award based on the quote(s) that is (are) evaluated to be the best value and determined responsible. While not guaranteed, at the current time, FHFA intends to make one (1) purchase order award.

The purchase order award will be for a base period of twelve (12) months plus four (4) one-year option years with firm-fixed-price (FFP) contract line item numbers (CLINs).

FHFA reserves the right to make an award based on other than the lowest quoted price.

Technical (Volume I) is more important than price (Volume II); however, the importance of price as a factor could become greater if competing quotations are evaluated as technically equal.
