About this file
This document is a Request for Quotation (RFQ) for data abstraction services related to thermochemical data for gas phase anions and anion clusters. The National Institute of Standards and Technology (NIST) is seeking to update its collection of this data by abstracting and evaluating information from the scientific literature. The results will be published online as part of NIST's Standard Reference Data (SRD) program.
The RFQ specifies that award will be made to the responsible quoter submitting the lowest priced, technically acceptable quotation. Contractors must provide documentation demonstrating their ability to complete the required services per the Statement of Work, as well as firm-fixed price quotations for the base requirement and four option periods. Quotations are due by 11:00 AM ET on August 29, 2024. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures, with a NAICS code of 541690 and a small business size standard of $19 million.

COMBINED SYNOPSIS/SOLICITATION 1333ND24QNB640622
Abstraction and Evaluation of Thermochemical Data for Gas Phase Anions and
Anion Clusters
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-03, effective 02/23/2024.
The associated North American Industrial Classification System (NAICS) code for this procurement is 541690, with a small business dollar value of 19 Million. This acquisition will use full and open competition procedures.
The National Institute of Standards and Technology (NIST) has been involved in the collection and publishing of gas phase anion thermochemistry data for over thirty-five years. This data has been published in a book, a PC database, and a web site as part of NIST’s Standard Reference Data (SRD) activities. NIST and its customers have a continuing need for reliable information on the thermochemistry of gas phase anions and anion clusters. This data is needed in support of NIST data activities including the NIST Chemistry WebBook (https://webbook.nist.gov/).
The work will support the ion thermochemistry data portion of the NIST Chemistry WebBook, a part of NIST’s SRD program. This effort will seek to update NIST’s collection of data, by abstracting and evaluating data from the scientific literature. The results of the work will be published on-line by NIST where it will be available to researchers, educators, and the general public. This is consistent with NIST’s mission as dictated by Congress through the SRD Act (U.S. Code, title 15, chapter 7A).
Delivery of the line items shall be in accordance with the following:
Line Item 0001: Data abstraction services for thermochemical data for gas phase anions and anion clusters, meeting all tasks and deliverables, in accordance with the Statement of Work.
EVALUATION CRITERIA AND BASIS FOR AWARD
The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest priced, technically acceptable quotation.
Technically acceptable means that the Contractor provides the services, meeting the requirements in the Statement of Work, and the requirements of the line items. If a contractor does not include how its proposed services meets a minimum requirement, NIST will determine it does not.
Price will be evaluated to determine that the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government.
REQUIRED SUBMISSIONS
All Contractor shall submit the following:
https://webbook.nist.gov/
1. For the purpose of evaluation of Technical Acceptability: Documentation including specifications that confirms the Contractor has demonstrated the ability to complete the services requirements, within the Statement of Work.
2. Contractors shall provide a Firm-Fixed price quotation for the services to complete the tasks of the Statement of Work. Pricing is as follows:
• Line Item (CLIN) 0001, BASE Firm-Fixed Price: Data abstraction services for thermochemical data for gas phase anions and anion clusters, meeting all tasks and deliverables, in accordance with the Statement of Work. $_________________total firm-fixed price.
• Line Item (CLIN) 0002, OPTION I Firm-Fixed Price: Data abstraction services for thermochemical data for gas phase anions and anion clusters, meeting all tasks and
• Line Item (CLIN) 0003, OPTION II Firm-Fixed Price: Data abstraction services for
• Line Item (CLIN) 0004, OPTION III Firm-Fixed Price: Data abstraction services for
• Line Item (CLIN) 0005, OPTION IV Firm-Fixed Price: Data abstraction services for
3. A complete version of all required solicitation provisions (see attached provisions/clauses document- required submissions highlighted in blue).
4. If the Contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state, “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”
[Contractor shall list exception(s) and rationale for the exception(s)].
It is the sole responsibility of the contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the contractor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order.
5. Quoters shall provide an active DUNS# for the System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.gov to be considered for award.
Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).
If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any http://www.sam.gov/ resultant Purchase Order, not the terms and conditions of the contractor’s FSS or GWAC contract, and the statement required above shall be included in the quotation;
DUE DATE FOR QUOTATIONS
E-mail quotations are required. All quotations must be submitted via e-mail to Tish Walker, Contract Specialist at latish.walker@nist.gov Submission must be received not later than 11:00 a.m. Eastern Time on August 29, 2024.
