Bureau of Land Management (BLM) National Operations Center (NOC) Alaska Indefinite Delivery Indefinite Quantity (IDIQ) for Architect/Engineering (A/E) Professional Services Request for Qualifications Total Small Business Set-Aside
The BLM NOC is seeking a qualified firm to provide A/E services under an IDIQ contract. This is not a Request for Proposal (RFP).
This IDIQ acquisition is being procured in accordance with the Selection of Architects and Engineers Statute (formerly known as the Brooks A/E Act), as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6. Firms responding to this announcement before the closing date will be considered for selection subject to any limitations and requirements listed.

GENERAL:

CONTRACT TYPE AND AWARD: The BLM anticipates awarding one IDIQ contract. The firm selected for contract award will be predominately an engineering/architectural firm.
CONTRACT PERIOD: The IDIQ contract will be issued for a five-year ordering period.
ORDERING LIMITATIONS: The BLM will order work by issuance of firm fixed price task orders. The maximum ordering limitation will be $5,000,000 for the life of the contract. The guaranteed minimum for the life of the contract is $2,500.
LIMITATION ON SUBCONTRACTING: Be advised in accordance with 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 50% of the cost of the contract, excluding the cost of materials, with its own employees and employees of a similarly situated subcontractor. The prime contractor shall provide information with the qualifications submission confirming that 50% of the cost of the contract will be performed by the prime. Small business subcontractors may also contribute to this required percentage.
OTHER: All firms must be registered in the System for Award Management (SAM) (https://www.sam.gov). If submitting as a joint venture, the joint venture entity must be registered in SAM in order to be eligible to receive an award from this solicitation.
BLM intends to issue all documents to include amendments, clarifications and other applicable documents electronically. Offerors are solely responsible for obtaining documents from the SAM website. Hard copies will not be provided.
DESCRIPTION OF THE PROJECT SCOPE:
REQUIRED SERVICES: The A/E services to be provided will be for a broad range of facilities, assets, and projects located in Alaska only. Firm(s) must be capable of managing large and small projects concurrently.
Services shall be provided by, or under the direct supervision of, licensed professionals (engineers, architects, surveyors, etc.). All work and deliverables shall be stamped and sealed by registered professionals registered in the state where the project site is located.
The professional services that may be provided under this contract are primarily of a civil engineering nature, however, all services are of an architect and/or engineering nature. Bureau specific assessment protocols will be used for the work along with other recognized federal or state agency regulatory guidelines. Projects may include rehabilitation and new construction of visitor centers, administrative facilities, maintenance facilities, comfort stations, housing, and recreation sites and facilities; marine facilities including earthen dams, bridges, pumps and water control structures, channel outlet structures and river enhancements; roads, trails, campground sites, trailheads, boat ramps, gravel and concrete walks, culverts, fences, and parking areas; fences and gates; utility infrastructure including electrical systems, plumbing systems, HVAC systems and water and sewage systems; and telecommunications, radio communication towers, and security systems. Surveying may include ground surveys, boundary surveys, aerial photography and aerial topographic surveys, global positioning systems (GPS) surveys, preliminary and final design layouts, construction layouts, as-built surveys, hydrographic and hydrologic surveys, and technical assistance; drainage and storm water management systems; environmental engineering and compliance permitting, including hazardous materials condition assessments and testing, underground storage tanks and system appurtenances, and air and water quality monitoring systems; and geotechnical engineering. Work may require specialists in the following disciplines: architectural, civil, geotechnical, land surveying, transportation planning and route analysis, structural, mechanical, electrical, biological and environmental sciences, landscape architecture, educational exhibit interpretation, and cartographic capabilities plus related support. Architectural, engineering, and geotechnical specialists shall be experienced in arctic conditions and high seismic area design and construction techniques.
Services may include, but are not limited to, the following:
1. Title I Pre-Design Services: Services in this category may include the preparation of statements or scopes of work, review of BLM in-house or other conceptual designs, evaluating and assessing existing conditions, data gathering, conducting site and field investigations (geotechnical and survey), preparation of feasibility studies, determination of requirements to meet federal, state LEED or Green Globes certification, industry standards and Department of Interior’s sustainable design guiding principles, technical services in support of National Environmental Protection Act (NEPA) or National Historic Preservation Act (NHPA) Section 106 Compliance, Architectural Barriers Act (ABA), code analysis, coordination with local utilities or other public entities, and permitting. Also included are traditional pre-design services such as: advance project planning, feasibility studies, programming, development of preliminary construction cost estimates, development of schematic and conceptual designs, and preliminary design analysis, including energy performance modeling and sustainability analyses. Title I design services shall generally be considered the equivalent of 35% of the total design process and have a cost estimate equal to a level C estimating accuracy (within 15%). During Title I Services, the AE may be required to participate in and make presentations for VE/VA studies (providing briefings, review materials and attending de-briefing) on those projects with a construction value over $1,000,000. The Contractor shall have the capability to obtain complete geotechnical and survey services in support of the project planning/design.
2. (a) Title II Final Design Services: Services in this category may include, but are not limited to, development or review of design development and final construction documents (drawing, specifications, and cost estimates) and/or engineering analysis associated with the design and construction of new/existing infrastructure asset types for traditional design-bid-build or design-build projects. Services may include preparing detailed drawings, bid schedules, specifications, and detailed Class A cost estimates for construction of facilities, structures, utilities and other appurtenances. The maximum amount that can be paid to the contractor to produce plans and specifications is six percent of the estimated cost of construction (10 U.S.C. 2306 (d) and 41 U.S.C. 254 (b)).
(b) Construction drawings shall be developed from approved preliminary drawings and they shall embody adequate civil, structural, architectural, environmental, and geotechnical drawings showing details, dimensions, notational information and other data as applicable to ensure that the construction contractor has a complete understanding of all elements of work.
(c) All designs shall comply with:

(6) Department of the Interior and Bureau of Land Management Requirements and Guidance including BLM sustainability requirements in accordance with IM 2011-047
(7) National Electric Code and National Electric Safety Code
(8) National Fire Protection Association standards
(9) Buy American Act
(10) All other applicable codes and standards
3. Title III Construction Administration/Management Services: Services in this category may include, but are not limited to, construction management services, which includes analyzing contractor proposals and providing advice and interpretation of plans and specification during the contract bidding and construction period if the Government performs the inspection, management from construction contract award to final acceptance of actions required to complete the proposed facility including the warranty period. This includes construction inspection and observation, review of submittals/requests for information/proposed modifications, site visits, field testing, preparation of operation and maintenance manuals, construction support, and consultation during construction. Much of the work to be performed in historic buildings and sites will require continuous attention to compliance with historic preservation guidelines, techniques, and oversight.
SELECTION AND EVALUATION PROCESS:
SELECTION PROCESS: A/E selection and award will be completed in three phases as follows:
Phase I:
1. Interested firms shall submit their Standard Form (SF) 330 Part I and II Statement of Qualifications, including copies of professional licenses, to perform the services noted above.
Phase II:
1. Following an evaluation of the qualifications and performance data submitted, the evaluation board will provide to the Contracting Officer a short list which states in order of preference firms considered most highly qualified to perform the work based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the requirements listed in the announcement.
2. An interview may be conducted with firms selected in Phase II. During the interview the A/E firms shall present their qualifications, address each of the evaluation criteria and respond to questions.
Phase III:
1. The Contracting Officer will issue a Request for Proposal to the most highly rated A/E firm.
2. The A/E firm shall prepare and submit a proposal to the BLM. The proposal shall include unit pricing for the stated disciplines/services.
3. The BLM and the A/E firm shall attempt to negotiate a mutually satisfactory contract. If the contract cannot be negotiated, the Contracting Officer shall initiate negotiations with the next firm on the final selection list. This procedure shall be continued until mutually satisfactory contract has been negotiated.
EVALUATION CRITERIA: Evaluation and selection of the firm will be based on the following criteria, listed in descending order of importance:
1. Specialized Experience and Technical Competence in Type of Work Required:
Demonstrate successful condition assessment, evaluation, and design experience and technical competence of the proposed team in performing engineering and related services directly related to those listed above. Show competence in producing completed facilities projects that are efficient, cost-effective, resource efficient, and sustainable.
2. Professional Qualifications Necessary for Satisfactory Performance of Required Services: Total number and years of experience of registered and accredited engineers, surveyors and inspectors of the engineering firm and identified team/sub-contracting members that will perform the services as described above and demonstrate effective utilization of non-registered engineers in training.
3. Past Performance on Contracts with Government Agencies and Private Industry:
Demonstrate success in producing satisfactory or higher quality work in a timely manner, to include effective and appropriate sub-contracting, attainment of applicable goals for small business participation under contracts that required subcontracting plans, and cost controls. Provide details on the five most recent projects that have been completed or currently under development, to include contract number, title of project, current project owner, and contact information of the person most familiar with the A/E performance. If the project is not 100% complete, note the current completion percentage and estimated completion date. The Government may use other means of evaluating past performance, e.g., Contractor Performance Assessment Reporting System (CPARS).
4. Location in the General Geographical Area of Projects and Knowledge of Locality: Demonstrate capacity to successfully work and manage task/project needs in various geographical areas within the stated service area for large and small projects.
5. Capacity to Accomplish the Work in the Required Time: Demonstrate project management experience and expertise, with an emphasis on coordinating multidisciplinary teams, sub-consultant working relationships, whole systems approach and follow-through. Demonstrate ability of the firm or organization to communicate, coordinate and facilitate work expediently. Demonstrate capacity to respond to short time frames and accomplish multiple simultaneous projects within desired schedules, while maintaining a high standard of quality of work and cost control.
SUBMISSIONS:
SUBMISSION REQUIREMENTS: Interested A/E firms having the capabilities to perform this work as a prime contractor, may submit a letter of interest, completed SF 330, and copies of professional licenses electronically to Matt Gilger, Contracting Officer, at mgilger@blm.gov. Also, firms must include with this submission information confirming that 50% of the cost of the contract will be performed by the prime IAW FAR 52.219-14.
Submittals with information complying with Limitation on Subcontracting must be received no later than February 28, 2022, 2:00 pm local Colorado time.
