About this file
This file comprises the attachments and appendices to a Request for Proposals (RFP) issued by the Sacramento County Department of Airports for automated concession operations at Sacramento International Airport (SMF) and Sacramento Executive Airport (SAC). The RFP seeks qualified automated concession operators to install, operate, and maintain vending machines serving both airport employees and the traveling public. The solicitation is structured to result in one or more automated concession agreements with selected operators who will provide high-quality, reliable vending machines aligned with the Department's mission and operational, sustainability, and customer service objectives. The document establishes evaluation criteria, program goals, requirements, timeline, and proposal instructions for interested bidders.
The attachments include mandatory submission forms such as the Business Organization Summary, Addenda Acknowledgement Form, References Form (requiring at least two business references and one financial reference from the past three years), Declaration of Non-Collusion, and Active Participants Collection Form. The appendices provide critical historical performance data, including annual enplanements and forecasts for SMF showing passenger growth from approximately 12.3 million total passengers in 2022 to 13.9 million in 2025 with projected year-over-year growth of 2.7 to 2.9 percent through 2030, and detailed historical automated concession sales data from 2022 through 2025 demonstrating total gross revenues of $1,325,222 in 2022 increasing to $1,438,765 in 2025. A draft Automated Concession Agreement and the Sacramento Department of Airports Waste Management Policy are referenced as additional materials for proposer review. The document establishes requirements for small business self-certification and debarment disclosure.
