About this file
The document is a Request for Proposals (RFP) issued by the Tax Increment Financing Authority (TIFA) of the City of Hillsdale, Michigan, seeking a qualified venue management firm or individual to operate the Dawn Theater. The RFP solicits proposals for a management entity to oversee daily operations, programming, and marketing of this historic downtown event space, with responsibilities including paying a triple-net lease, managing facility maintenance, operating a Michigan liquor license, booking diverse events, and ensuring compliance with legal and safety requirements. The proposal submission deadline is 3:00 pm on July 8, 2025, with options to submit print copies to the City Clerk, via USPS, or by email to clerk@cityofhillsdale.org.
Qualified respondents must demonstrate financial and business acumen, marketing expertise, facility operations knowledge, community engagement skills, leadership experience, and the ability to manage a liquor license. The selection criteria will evaluate proposals based on demonstrated experience, quality of operational and financial plans, understanding of community engagement strategies, and competitiveness of the financial proposal. TIFA is offering a potentially below-market-rate liquor license and seeks a management partner who will operate independently with full business risk and reward. The RFP emphasizes equal employment opportunity and does not commit to awarding a contract, with the City of Hillsdale being exempt from federal excise and Michigan sales taxes.
