REQUEST FOR PROPOSALS
FOR BALDWIN COUNTY, GA
SPLASH PAD DESIGN/BUILD SERVICES COOPERS PARK
Deadline for Submission: 2:00 p.m. EST on April 9, 2025
Baldwin County, GA
Request for Proposals for New Splash Pad Design / Build Services at Coopers Park
I. Introduction
Baldwin County, GA, herein after referred to as “County”, is seeking the services of a firm to provide services for design, plans, specifications, cost, contract documents, and construction of a
Splash Pad at Coopers Park, 105 Black Creek Rd SW, Gordon, GA 31031. The Splash Pad should be nearly identical in size and play features as the Harrisburg Park Splash Pad at 237
Harrisburg Rd SW, Milledgeville, GA 31061. The Harrisburg Park Splash Pad has been meeting expectations for fun and reliability with the exception of two above ground features. The tilting water bucket is the most popular feature, but the plastic bucket leaks continuously. We would like to maintain this tilting water bucket feature but with a more reliable bucket. The spinning wheel has proven very unreliable. The county desires something different.
The intent of the County is to execute a contract with the successful firm with experience in projects for governmental entities to provide design services and construction of the Splash Pad.
Local funds shall be used for the construction of the Splash Pad.
II. Scope of Work
The Splash Pad will be constructed just inside the park’s entrance. See Exhibit A. County water supply and electrical service will be available to the vault. The splash pad will be an unmanned facility and should be a zero-water depth facility with a centrally located touch activation device.
See Exhibit B.
The successful Respondent (Contractor) shall be required to provide all labor, equipment, materials, and supplies to accomplish the design/build of a splash pad to include the following:
• Installation of the custom Splash Pad based on the Harrisburg Park Splash Pad in
Baldwin County o 4 above-ground features (County wishes a different above ground feature than the spinning wheel which has proven unreliable; the water bucket feature is popular but the plastic water bucket leaks) o 5 Ground Sprays o 2 drains o 1880 square-foot brushed-concrete pad
• Forming Splash Pad area to set proper elevations from perimeter to drains.
• Plumbing lines to all features.
• Drain line to a distance of 20’ from the pad.
• Installation of the controller and manifold needed to operate the pad.
• The proposer must have insurance at the following limits:
o Auto: $1,000,000 BI/PD per occurrence covering owned, non-owned and hired vehicles.
o General Liability: $1,000,000 BI/PD per occurrence with $2,000,000 aggregate.
o Workers Compensation: Statutory limits.
• The contractor and his/her subcontractors must have all appropriate licenses required for the project including a Georgia Secretary of State business license.
Not Included in scope of work:
• Plumbing. We can pick up fresh water 20’ from the pad and we will provide drainage 20’ from the pad.
• Electrical outlet required for controller operation.
• Fees and Permits. This is a county project; therefore, no fees will be paid. However, a building permit will need to be requested.
• Sidewalk leading to the pad from existing sidewalk.
• No connection to sewer and no recycling system is required.
III. Proposal Content
The proposal should provide a straightforward, concise description of the firm’s capabilities to complete the required design, plans, specifications, cost, contract documents, and construction for a Splash Pad Facility. The following is the requested format.
