About this file
This document is a Request for Proposals (RFP) issued by the Burke County Board of Commissioners for a Digital Orthophotography Project. The County is seeking proposals from qualified aerial mapping contractors for the production of color digital orthophotography covering approximately 827 square miles of the county. The selected contractor will be responsible for all processes, labor, materials, equipment, and management necessary to provide the specified deliverables, which include 6-inch GSD oblique and orthogonal photography, web viewer capabilities, integration with GIS systems, physical delivery of orthophotos in various formats, and three years of maintenance and support. Proposals are due by December 4, 2024, and will be evaluated based on the experience, capability, and cost of the contractor, as well as other factors deemed to be in the best interest of the County. The County reserves the right to reject any or all proposals.
The RFP outlines the expected scope of work, including requirements for orthorectification, radiometric processing, sheet clipping, and quality control. Pricing terms are provided, with three progress payments scheduled - after contract signing, upon acceptance of sample imagery, and upon final delivery of the orthophotography. The County will only accept the proposal that is deemed most qualified and best suited to meet the requirements.

Scope of Work
The imagery shall capture all county-wide areas at 6” GSD orthos and 6” GSD obliques.
The photography will be flown no later than March 15th, 2025, with (leaf-off) at 6” GSD covering the entire county.
The NAD83, State Plane, Georgia East, FIPS 1001 (US Survey Feet), projection will be used to generate digital ortho photography 6” GSD (ground sample distance) covering approximately 827 number of square miles of area (Area Estimated). It will be the vendor’s responsibility to determine actual square miles to be flown.
The precise components in the selected aerial flyover shall include:
· 6” GSD oblique and orthogonal photography
· Images captured with a small-format camera
· Oblique and ortho web viewer for image hosting should include:
· Measurement capabilities including height, distance, area, etc.
· Overlay all county’s GIS data with ability to search, view, and identify
· Ability to annotate text, circles, lines, etc.
· The user shall be able to pan from one image to any adjacent image.
· Image print and export functions
· Hosting of county’s 2011, 2016, and 2020 oblique imagery
· Delivery of all final products shall be no later than May 30th, 2025
· A mobile app to view GIS data, oblique and ortho imagery
· Deliverable should include integration with ArcGIS Pro, E-911, qPublic, and WinGAP
· Physical delivery of orthophotos in GeoTiff and MrSID formats
· The best available DEM should be used to ortho-rectify the imagery
· Three years maintenance and support for imagery
· Disaster response imagery
· Access to surrounding county imagery
· In-field Technical Manager and training
· Agreement for technical support and training included with the package
The Burke County Commission will select the firm deemed in the judgment of the Commission to be the most qualified, best suited, and who best meets the requirements of the Commission among those submitting Proposals. DEVELOP DIGITAL ORTHOPHOTOGRAPHY
Overview: Vendor will produce 0.0.6-foot pixel resolution color orthophotography for the entire County
Aspect
Detail
Orthorectification
· Adjust each digital image pixel for distortions caused by relief, lens, and camera orientation using a cubic convolution resampling technique resulting in an orthographic digital image file where each pixel is in its proper map location.
· Vendor will utilize the central most portion of each image in the output mosaic where building lean is least prominent.
· For a quality product, Vendor will orthorectify each image as opposed to every second image.
Radiometric processing
· Vendor will identify software package used for mosaicing and color balancing. Software will compensate for the wide range of image intensity and color variation captured in the photography.
· All mosaic source images should have smooth, consistent intensity and color properties across the entire mosaic.
Sheet clipping
· Create single image mosaic using ortho software that automatically combines multiple geo-referenced images into a single image mosaic.
· Clip image files from this virtual mosaic into individual files according to the project digital sheet layout structure and naming schema.
Image rectification and compression
· Rectify orthoimagery to a pixel resolution of 0.6-foot using cubic convolution re-sampling.
Quality control
· Visually inspect 100% of every orthorectified image produced.
· Visually inspect final ortho tiles for mosaic misalignments and radiometric adherence to the benchmark sample scan.
· Delineate image irregularities such as image warping, image color balance, or image-vector misalignment with polygons using ESRI products.
Deliverables
· Digital data files: 0.6-foot pixel resolution orthophotographs of County area including buffer, delivered in GeoTIFF and MrSID (MG3) format.
· Imagery will be resampled to a 0.6-foot pixel resolution and delivered in a single image mosaic of the County in MrSID format.
· All imagery will be delivered in the State Plane Projection, NAD83 Georgia East, US feet.
· One copy of a digital sheet index
· Burke County will receive one copy of its own dataset on DVD.
Accuracy
The technical approach should incorporate an understanding of Burke County’s need for 0.6-foot pixel resolution color orthophotography. The vendor’s proposal should discuss in Basic English how the vendor plans to meet the appropriate Accuracy Standards of the project.
