1.1 BACKGROUND

The Launch, Recovery, Handling and Hydraulics Branch (Code 433), Hull & Deck Machinery Systems Division (Code 43) of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), provides various services to support in service launch and recovery, stern ramp, stern door, anchor windlass, and topside crane systems. Launch and recovery systems include mission boat davits, rescue boat davits, stern vehicle launch and recovery systems, and top side cranes. Deck machinery systems in support or in conjunction with these launch and recovery systems include stern doors, stern ramps and anchor windlass systems. Trident Maritime Systems (TMS) is the original designer, developer and manufacturer of many of these Hull and Deck Machinery Systems. These systems frequently require Original Engineering Manufacturer (OEM) support and knowledge to assist with fleet upgrades, modifications, technology improvement related tasks, repairs, and maintenance.

1.2 SCOPE OF WORK

The Contractor shall provide engineering and technical services required for the support of hull and deck machinery on U.S. Navy ships. Hull and Deck machinery systems include vehicle launch and recovery systems, specifically for rescue boats, mission boats, and unmanned underwater and surface vehicles. Additional machinery systems in support of the fleet mission capabilities include stern ramps, stern doors and gates, anchoring, mooring, towing systems, cranes, lift platforms, and platform lifts. TMS shall support these systems in a variety of in-service tasks including shipboard system assessments, troubleshooting and repairs, corrective and preventative maintenance, training, installation, engineering modifications and upgrades, and improvement of system reliability.

Work will include travel to various CONUS and OCONUS locations to assess, repair, and participate in work at the contractor’s facilities and in collaboration with the engineering NAVSEA community to provide engineering technical assistance and feedback on TMS proprietary systems. As the original equipment manufacturer, TMS possesses proprietary system engineering knowledge that will play a key role in repairing, upgrading, maintaining, and understanding all aspects of these hull and deck machinery systems.
