11.0 Methodology for Award

The Government intends to make an award resulting from this RFP to the responsible offeror(s) whose proposal conforming to the RFP will be most advantageous to the Government, Price and other factors considered, pursuant to FAR Section 15.3. The Government may reject any or all proposals if such action is in mailto:matthew.heaps@gsa.gov mailto:jezreel.sweat@gsa.gov the Government’s interest. The Government intends to evaluate proposals and award a contract without discussions with offerors.

Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. Evaluation will be made on two factors – Technical and Price. Technical factors include technical capability and understanding of the requirement, and Past Performance. Each of these is weighted approximately equally. When combined, the three technical factors are significantly more important than Price.

When the non-price factors become equal, then the price may become the determining factor. The Government will perform a price/technical trade-off analysis in accordance with the above methodology and select the offer that provides the most advantageous and the best value. Offerors are requested to submit proposal(s) to the Government on the most favorable terms from a technical and price standpoint

12.0 TECHNICAL EVALUATION

Evaluation Criteria Evaluation will be made on three criteria -- Technical Capability and Understanding of the Requirements; Past Performance; and Price. Best value evaluation is, in and of itself, a subjective assessment by the Government of the proposed solution that provides the optimal results to the Government, price and other factors considered. Subjectivity is inherent in the process and is the cornerstone of the source selection decision.

To provide insight to the offerors as to the decision-making process of the Government, the following information is provided:

In the evaluation, the technical factors are significantly more important than price. While price is not as important as the technical factors, it does have significance to the Government. The proposals will be rated using the following evaluation criteria:

Factor 1 – Price or cost;

Factor 2 – Technical Capability and Understanding the Requirements In this evaluation, technical is significantly more important than price;

• Adequacy of current and historical market and sub-market analysis and/or reports; • Technical approach for obtaining and validating data • Ease of use of the website and search capabilities

Factor 3 – Past performance (a) Quality of Services (b) Timeliness of Performance (c) Customer Relations.

Past Performance will be verified by references Offerors must provide information on (2) recent projects of similar scope to this solicitation, including contact information for the ordering entity for each project.

Experience minimum of 5 years.
