I. BACKGROUND AND PURPOSE
Portsmouth, Virginia is a city with approximately 96,000 residents and occupies an area of 46 square miles. Portsmouth has approximately 33,000 households and is home to the Norfolk Naval Shipyard and the Fifth Coast Guard District Headquarters. Portsmouth is located in Southeastern Virginia and is a historic community on the Elizabeth River at Hampton Roads, the world's deepest natural harbor.
The City of Portsmouth (herein referred to as the “City”) has issued this Request for Proposals (RFP) and is conducting this procurement pursuant to the Public-Private Education Facilities and Infrastructure Act of 2002, Section 56-575.1 et seq of the Code of Virginia, as amended and restated from time to time, the Code of the City of Portsmouth, Virginia, and the City of Portsmouth Guidelines for Public-Private Education Facilities and Infrastructure Act of 2002, adopted on December 14, 2010, authorizing the issuance of a Request for Proposals under those Guidelines (collectively, the “PPEA”).
The City has elected to proceed with a solicitation under the PPEA because it requires the construction of a new facility in a timely and cost-effective fashion that may not be achievable using traditional procurement methods. The use of the PPEA process can reduce cost, accelerate project delivery, shift risk, and improve outcomes compared to other procurement approaches, including design-bid-build.
The purpose of this Request for Proposals (RFP) is to solicit proposals from one or more qualified sources to design and build a municipal building for the City, specifically a new Public Safety Complex.
