The project consolidates the Police and Fire Departments into a single modern facility consisting of a two-story main headquarters building, a one-story warehouse facility, and a one-story training building with an eight-lane firing range. The main building will house administrative offices, dispatch and emergency operations centers, evidence storage, forensics laboratory, commercial kitchen and cafeteria, gymnasium, basketball court, and training spaces for both departments, along with the Magistrate Office and City IT support staff. The warehouse facility will provide high-bay storage for fire and police apparatus with office space, while the training building serves as an indoor shooting range with support facilities. The complex includes approximately 460 parking spaces in a gated lot, with separate visitor parking, secure fleet parking, loading dock access, and a sally port. Site improvements encompass new sidewalks, ADA-accessible ramps, stormwater management facilities utilizing bioretention basins and wet ponds compliant with Virginia DEQ requirements, and landscaping with drought-tolerant plantings.

The architectural design emphasizes a contemporary aesthetic blended with traditional principles using brick as the primary facade material in reddish hues, supplemented by metal panels and precast concrete elements. Exterior glazing includes standard insulating glass units with low-emittance coatings, along with ballistic level 4 glazing for security-sensitive areas including the Magistrate office and Communications center. Interior finishes are selected for durability and cleanability, with specifications including terrazzo flooring in public spaces, carpet tiles in administrative areas, sealed concrete in storage areas, and specialized finishes in operational spaces such as the firing range with HEPA filtration and negative pressure requirements. The structural system for the headquarters employs conventional structural steel with composite floor slabs and braced frames for lateral resistance, while the warehouse utilizes a pre-engineered metal building (PEMB) system and the training building features precast prestressed concrete double-tees. Building systems include three natural gas-fired condensing boilers with N+1 redundancy for heating, rooftop packaged air handling units with energy recovery ventilators, VAV terminal units for zone control, and a comprehensive fire protection system with automatic wet-pipe sprinkler protection, fire alarm detection, and clean agent systems where required. The project incorporates sustainability measures targeting 30-40% water reduction through low-flow fixtures and is designed to achieve compliance with the 2018 Virginia Construction Code and applicable ASHRAE standards.

A. Introduction

The new Portsmouth Public Safety complex will be a consolidated headquarters for the Police and Fire Departments. It will consist of a two-story main building, a one-story Warehouse Facility, and a one-story Training Building (firing range). Additional departments that will be housed in the main buildings are the Magistrate Office and City IT support staff. The warehouse facility predominantly stores Fire and Police apparatus and fulfills additional storage needs for the departments.

Leading up to the entry of the main building are organically contoured steps to an elevated plaza that offers an inviting interface with the public. The main lobby is a double high-volume space that is accented with heritage displays from the Police and Fire Departments. The procession of the lobby interfaces with a 200-person conference room that is subdivided and will be used for public events, Police and Fire Training, and various other internal department meetings. Other primary spaces directly connected to the lobby are Police Records, Fire Department Credit Union, and restrooms. Directly down the hall from the lobby is a 60-person briefing room and office for CIT and Magistrate.

The support function spaces on first floor are lockers rooms, gym, commercial kitchen with dining, small staff lobby, sally port, shipping and receiving area, utilities rooms, and basketball court that is junior police league and double functions as sleeping quarters for staff during hurricane events. The remainder of first floor staff spaces consist of Police and Fire Training, Property and Evidence Storage, and the Forensics Lab.

The second floor is separated into two wings that houses the Police Department on one side and the Fire Department on the other. The Police Department has 12 offices spaces with interdepartmental shared conference room, print/copy spaces, and breakrooms.

There are also private interview rooms with access to an elevator that leads down to the sallyport. The Fire Department consists of four offices spaces and two critical facilities of 911 Call Center and Emergency Operations Center.

Directly adjacent to the rear of the Headquarters building sits the Training building. The one story precast concrete structure houses an eight-lane shooting range and its support spaces.

At the rear of the complex is a gated parking lot that has approximately 460-spaces for the staff personal and department fleet vehicles. On the side of the parking lot is a warehouse facility that is a pre-engineered metal building that takes advantage of large spans needed for high bay storage and large fire and police apparatus.

C. Architectural Design - Headquarters

1. Style and Character

The exterior design blends traditional architectural principles and durable materials with a contemporary aesthetic that ties strongly to the Portsmouth heritage. The building footprint is an elongated shape to keep a low-lying presence in an adjacent residential community. This massing strategy reinforces the suburban fabric by setting the building off the street edge and keeping a modest visual presence while still capturing the essence of a municipal building.

The wing façades are arranged in a traditional fashion with a base-middle-top organization. The wings are divided by storefront glazed entry plaza that forms an inviting volume from the streetscape. The staff members receive natural light from individual windows, which are arranged in syncopated rhythms and combined into larger groupings to modulate the façade scale and generate visual interest. Generous expanses of corner glazing highlights amenity spaces.

Rooftop mechanical penthouses will be set back and incorporated into the building’s massing and architectural expression.

2. Window Wall

Majority of the glazing will be aluminum nailing flange windows with 1-inch-thick clear insulating glass units with clear low-emittance (low-E) coating on the second surface, heat treated as required to comply with code requirements, sustain wind loads, and resist temperature stress breakage.

The Glazing for the Basketball Court, Fire Administration, Fire Marshalls, EMS Division Emergency Operations Center (EOC) will have a Minimum 1-3/16-inch-thick clear insulating glass units with clear low-emittance (low-E) coating on the second surface, heat treated as required to comply with code requirements, sustain wind loads, and resist temperature stress breakage.
