TO: All Prospective Offerors
SUBJECT: Request for Proposal (RFP), Solicitation No. 80MSFC21F0020, for the Mars Ascent Vehicle (MAV) Reaction Control System (RCS) Thruster
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center’s Mars Ascent Vehicle (MAV) Reaction Control System (RCS) Thruster solicitation. The MAV has a roll requirement during first stage burn and three axis control requirement during coast. The MAV RCS Rocket Engine Assembly (REA) will meet the performance requirements and provide three axis control. The REA shall be space-qualified and shall be capable of meeting all the performance requirements after a minimum period of ten (10) years post-delivery. The REA will be required to tolerate environments of launch; 2.5 years of deep space cruise; Entry, Descent, and Landing (EDL); and a storage period of approximately one (1) year on the Martian surface. This new requirement involves the design, development, manufacturing, testing, qualification, and delivery of multiple REAs. More specifically, a total number of six REAs are needed for each unit (EM, 3 Flight Tests, Flight unit, and spares) which is comprised of a total of 39 and three spares (42 total).
NASA will conduct this acquisition as full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336415 and the small business size standard is 1250.
This competitive acquisition will result in a Cost-Plus Fixed Fee (CPFF) contract type. The contract will have a total period of performance of 29-months, including a 24-month Base Period and a 5-month Option Period.
The anticipated contract award date is October 27, 2021, with an October 27, 2021 contract effective date. The contract will be performed offsite at the Contractor’s facilities.
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:
1. Be advised, in accordance with provision Past Performance Volume Instructions (AUG 18 2020), Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.
2. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.
