The Contractor shall synchronize his work with the Owner. Containment equipment shall efficiently entrain contaminants resulting from the abrasive blasting operation so that they will not be discharged into the ground or travel beyond the immediate tank site area and will remain within the allowable limits.

d. Under no circumstances will any abrasive blasting or painting operation be conducted when the relative humidity is 85% or above, when the temperature is within 5 degrees of the dew point, or when the surface of the steel is wet. b. Before placing any gravel into the tank, the top elevation of each layer of material shall be indicated by placing a level line around the inside of the tank wall.

c. When placing material smaller than 1/2”, workers shall not stand directly on the material.

Boards or plywood shall be used that will support their weight without displacement of filter media. Extreme care must be taken to prevent gravel from damaging the underdrain system during placement.

d. Prior to loading Greensand Plus and anthracite, the gravel bed must be backwashed. Allow water to slowly enter the tank through the underdrain system. Contractor shall not stand or walk directly on the filter media. The contractor shall walk on boards that sustain their weight without displacing the material.

b. The Contractor shall load the greensand into a water cushion of approximately 12” to 18” to reduce dust and helps distribute the greensand evenly across the filter.

c. Materials shall not be removed from bags before they are to be placed in the filter. Greensand and anthracite is placed in the filter tank by manually pouring individual bags through the upper three (3) manholes in the filter vessel until the required cubic feet is loaded. A slow rate backwash may be used to help level the greensand and anthracite. The filter media shall be deposited in a uniform thickness with the top surface brought to true level plane.

d. After the required amount of Greensand has been placed in the tank, the filter must be refilled and soaked for a minimum of eight (8) hours. Following the soaking of the Greensand Plus, the Owner shall completely fill the vessel and perform an initial backwash at a rate designated by the manufacturer. Backwashing will level the greensand and allow fines to be backwashed out of the vessel or to gather on the surface. After backwashing, the vessel shall be drained completely. Inspection of the greensand surface will show a thin layer of fines that must be removed by undercutting. The Contractor shall undercut the top of the media to remove fines with a flat shovel. Do not rake or drag fines. After removing the fines from the media bed surface, the filter shall be slowly refilled with water and the filter shall again be backwashed at the appropriate flow rate. The undercutting operation shall be repeated by the Contractor to remove all material passing a No. 50 sieve and to remove flat particles. The filter shall be backwashed a minimum of three (3) times between scrapings as required to concentrate fine materials in the top layer.

12. Filter Conditioning

1. The Contractor shall properly condition the greensand after the undercutting operation by pouring or pumping approximately 33 gallons of 15% sodium hypochlorite into each manway opening. The filter will be allowed to soak for a minimum of twelve hours before installing the anthracite.

2. After the greensand media is conditioned, the Contractor shall load the anthracite in the manner as the greensand.

Information about Prevailing Wage Schedules for Awarding Authorities and Contractors

• This wage schedule applies only to the specific project referenced at the top of this page and uniquely identified by the

“Wage Request Number” on all pages of this schedule.

• An Awarding Authority must request an updated wage schedule from the Department of Labor Standards (“DLS”) if it has not opened bids or selected a contractor within 90 days of the date of issuance of the wage schedule. For CM AT RISK projects (bid pursuant to G.L. c.149A), the earlier of: (a) the execution date of the GMP Amendment, or (b) the bid for the first construction scope of work must be within 90-days of the wage schedule issuance date.

• The wage schedule shall be incorporated in any advertisement or call for bids for the project as required by M.G.L. c. 149, § 27. The wage schedule shall be made a part of the contract awarded for the project. The wage schedule must be posted in a conspicuous place at the work site for the life of the project in accordance with M.G.L. c. 149 § 27. The wages listed on the wage schedule must be paid to employees performing construction work on the project whether they are employed by the prime contractor, a filed sub-bidder, or any sub-contractor.

• All apprentices working on the project are required to be registered with the Massachusetts Department of Labor

Standards, Division of Apprentice Standards (DLS/DAS). Apprentice must keep his/her apprentice identification card on his/her person during all work hours on the project. An apprentice registered with DAS may be paid the lower apprentice wage rate at the applicable step as provided on the prevailing wage schedule. Any apprentice not registered with DLS/DAS regardless of whether or not they are registered with any other federal, state, local, or private agency must be paid the journeyworker's rate for the trade.

• The wage rates will remain in effect for the duration of the project, except in the case of multi-year public construction projects. For construction projects lasting longer than one year, awarding authorities must request an updated wage schedule.

Awarding authorities are required to request these updates no later than two weeks before the anniversary of the date the contract was executed by the awarding authority and the general contractor. For multi-year CM AT RISK projects, awarding authority must request an annual update no later than two weeks before the anniversary date, determined as the earlier of: (a) the execution date of the GMP Amendment, or (b) the execution date of the first amendment to permit procurement of construction services. Contractors are required to obtain the wage schedules from awarding authorities, and to pay no less than these rates to covered workers. The annual update requirement is not applicable to 27F “rental of equipment” contracts.

• Every contractor or subcontractor which performs construction work on the project is required to submit weekly payroll reports and a Statement of Compliance directly to the awarding authority by mail or email and keep them on file for three years.

Each weekly payroll report must contain: the employee’s name, address, occupational classification, hours worked, and wages paid. Do not submit weekly payroll reports to DLS. A sample of a payroll reporting form may be obtained at http://www.mass.gov/dols/pw.

• Contractors with questions about the wage rates or classifications included on the wage schedule have an affirmative obligation to inquire with DLS at (617) 626-6953.

• Employees not receiving the prevailing wage rate set forth on the wage schedule may report the violation to the Fair Labor

Division of the office of the Attorney General at (617) 727-3465.
