About this file

This document is a Request for Proposal (RFP) issued by Corning Community College, a public college in New York State, seeking competitive pricing for existing voice and data network services to provide connectivity and functionality for the college's faculty, staff, and students. The college requires fast, reliable internet and WAN connections for its remote locations, with robust, secure solutions from providers offering high-quality service and excellent customer support. The contract will be for a three-year term with an option to renew for up to two additional one-year periods. Proposals are due by March 1, 2024 at 4:00 PM.

The RFP outlines the college's current telecommunication services, including remote site connectivity, internet, dark fiber, and local/long-distance voice services, and the goals to consolidate to a single provider, reduce costs, and maintain or expand capabilities. Pricing is requested for internet, site-to-site connectivity, and local/long-distance/toll-free calling services, with the college reserving the right to increase or decrease services during the contract term. This is an open competition with no service-disabled veteran-owned set aside, and the college has not awarded any similar contracts in the past five years.

2. Contract Term for pricing consideration:

The contract will be in effect for a period of three (3) years with an option to renew for as much as two (2) additional years in one (1) year increments commencing at the anniversary date as long as both parties agree to the same terms and conditions in written documentation. If either party elects not to renew at any of the two (2) subsequent anniversaries they must do so in writing with not less than sixty (60) days notice prior to the anniversary date.

3. Profile of the College

SUNY Corning Community The main campus of SUNY Corning Community College is located

2.5 miles south of the City of Corning on Spencer Hill, and overlooks the Chemung River Valley.

The main campus, situated on approximately 500 acres, consists of several primary buildings: the Arthur A. Houghton, Jr. Library, with a collection that exceeds 60,000 bound volumes; Chemung Hall, Steuben Hall, Schuyler Hall, the Student Commons, the Gymnasium, the Planetarium, the Observatory, the Fredrick Parsons Administration Building and Perry Hall, a 320 bed residence hall.

Adjacent to the campus is the Spencer Crest Nature Center. We also have some off campus sites including Airport Corporate Park (ACP), the Elmira Center, and the Health Education Center (HEC).

The College was founded by the Corning-Painted Post School District in 1956. The College moved to the Spencer Hill campus in 1963. This growth was supported by a land gift from Arthur A.

Houghton, Jr. and a monetary gift from the Corning Glass Works Foundation. In 1985, local sponsorship of the College was transferred to a Regional Board of Trustees, in a region consisting of three contiguous counties: Chemung, Schuyler and Steuben.

Pursuant to Chapter 552 of the Laws of 1984 of the State of New York, the Regional Board of Trustees is deemed to be a municipal employer and a public employer under Civil Service Law.
