The project encompasses three phases: needs assessment and development of functional specifications, RFP development, and vendor evaluation and selection. The District, which serves approximately 25,000 customers in Wasco County, Oregon, intends to replace its current financial software (more than eleven years old) and consolidate multiple separate legacy systems into one integrated central system to improve service delivery and employee productivity. Electronic proposals must be submitted to purchasing@nwascopud.org or delivered in hardcopy to the District's purchasing department located at 2345 River Road, The Dalles, OR 97058 by May 9, 2022, at 5:00 p.m. PST. Consultants must submit a time and materials estimate with a not-to-exceed value to complete the scope of services but no specific budget ceiling is stated in the RFP. Respondents must demonstrate stability, market experience, and knowledge of the ERP software industry, with particular emphasis on experience working with public agencies and utilities of similar size and function. The proposal evaluation criteria include vendor references, experience with needs analysis and requirements gathering, RFP development experience, knowledge of all ERP implementation phases, experience negotiating ERP contracts, project management capabilities, proposed timeline, and cost. Consultants must have no affiliation with or reseller relationships to any software or enterprise system proposed. Submitters are responsible for all expenses incurred in proposal preparation, and the District reserves the right to reject all responses, negotiate with multiple submitters, or cancel the RFP entirely. Responses will serve as the foundation for a subsequent agreement subject to review and approval by the District's Contract Review Board.

The District’s current financial software is more than eleven years old and needs updating to better utilize the technological advancements made within the Enterprise Resource Planning (ERP) software segment. The overall goal is to implement a new system that will improve service to the District’s residents, businesses, and customers, and will increase employee productivity.
Currently, the District has several separate systems/modules/software that it depends on for day-to-day operations. Many of these systems are not integrated with one another. The District’s goal is to consolidate as many of these legacy systems as possible into one central system.
