UT-Battelle is considering Subcontracting for the items/services generally described below under a new agreement issued as a Firm Fixed Price. All Interested Parties are asked to provide a response to this Request for Interest (RFI) indicating the ability to meet each element of the technical criteria set forth in this document.

SUMMARY OF SCOPE

The agreement contemplated may include, but not necessarily be limited to, the following work:

UT-Battelle (UTB), operating contractor for Oak Ridge National Laboratory (ORNL), seeks supplier sources to enable equipping and commissioning an Automated Tape Wrapping system to support composite perform production needs. ORNL aims to enhance its prototype capabilities through the implementation of this equipment, which will facilitate the efficient and precise laying of woven prepregged carbon fiber tape in our composite fabrication processes.

The system must be capable of laying woven, prepegged carbon fiber tape up to 12 inches wide. It is essential that the system accommodates varying tape thicknesses while maintaining consistent tension and pressure throughout the layup process. The system must be able to deposit tape around complex geometries, particularly flat arches with an inner radius of 9 inches. The equipment should provide the necessary precision and flexibility to navigate these shapes without compromising the quality of the fiber architecture.

The Automated Tape Wrapping system should enable programmable controls, including but not limited to, precise tape placement, adjustable layup angle, temperature control, roller pressure, tension, and feeding speed. Integration with computer-aided design (CAD) software for generating and modifying complex layup patterns is also desired.

In addition, comprehensive on-site installation support is required as part of the procurement process. The selected vendor shall collaborate closely with personnel at UTB to ensure proper system integration and full compliance with operational standards. Detailed information on the system’s maintenance protocols, including component accessibility and the availability of spare parts is requested. Additionally, comprehensive training must be provided to UTB personnel to ensure effective operation and maintenance of the equipment, enabling the in-house team to manage the system independently and efficiently.

SURVEY OF ABILITIES

PREP NOTE: INCLUDE THE FOLLOWING DEPENDING ON THE NEED TO PREQUALIFY COMPANIES FOR SERVICES ACTUALLY PERFORMED ON SITE VERSUS THE SUPPLY OF EQUIPMENT AND/OR MATERIALS ONLY. SUPPLY PREQUALIFICATION CRITERIA SHOULD BE LIMITED TO CRITICAL TECHNICAL ASPECTS OF THE GOODS REQUIRED AND RELATED COMMERCIAL ELEMENTS SUCH AS CAPACITY, DELIVERY SCHEDULES AND LOGISTICAL ISSUES ONLY.

3. Technical Criteria A. Potential Offeror shall provide details on how they directly relevant experience in the following items:

· Implementation of a design and integration of an Automated Tape Wrapping system.

· Experience in providing a customized system to meet the statement of work requirements.

· Experience performing work on a DOE site. If yes, please provide site location.

B. Potential Offeror shall provide verification of the following:

· Verification of Offeror’s intent to provide full engineering and integration of all sub-assemblies and deliver and install a full end-to-end system.

· Verification of Offeror’s intent to provide full engineering and support and deliver plans for a full end-to-end system.

· Verification of Offeror’s intent to provide particular sub-assembly components without integration.

C. Potential Offeror shall provide any documentation showing previous system expertise with regard to technical criteria.

4. Direct Relevant Experience Documentation:

Provide a reference list of example projects that demonstrate relevant project experience to support this scope of work. Interested parties are asked to include the following information (please provide additional narrative, capability statements, etc. as necessary to show relevant experience): Client Name, Address, Contact and Telephone Number; Work Description; Estimated Value; Work Location; Performance Dates
