About this file
This is a Request for Information (RFI) and Sources Sought notice issued by the 30th Civil Engineer Squadron at Vandenberg Space Force Base for market research on the demolition of Buildings 13140 and 13143. The RFI Number is FA461026_13140, issued on 18 March 2026 with a response due date of 2 April 2026. The estimated project magnitude is approximately $3 million. This is market research only and does not constitute a binding Request for Proposal or commitment to issue an RFP.
The project requires complete demolition of Building 13140 (a multi-story dormitory) including removal of the slab and foundations, removal and disposal of supporting equipment from Building 13143, abatement of all Asbestos Containing Material (ACM) and Lead-Based Paint (LBP), utility terminations, and full site restoration. Key requirements include compliance with NESHAP, Cal-OSHA, and SBCAPCD regulations; management of an independent third-party hazardous materials survey separate from the abatement contractor; a 240-day performance period with building demolition restricted to August 15 through February 15; waste management maximizing California construction and demolition recycling; multi-agency utility coordination with VSFB agencies and American Water; delivery of as-built drawings and GIS data for utility termination points; backfilling to 90% compaction; and a one-year vegetation warranty. Respondents must submit responses of 15-20 pages addressing technical questions on hazardous materials management, demolition methodology, utility coordination, site restoration, teaming strategy, and PWS feedback, along with company information including CAGE Code, UEI, relevant project history, business size/socioeconomic status, and bonding capacity. Responses must be submitted via email to jacob.baca.1@spaceforce.mil by 2 April 2026 at 15:00 PST.

Request for Information (RFI) Sources Sought Demolition of Buildings 13140 & 13143 at Vandenberg SFB
RFI Number: FA461026_13140 Issued Date: 18 March 2026 Response Due Date: 02 Apr 2026
1.0 Introduction & Purpose
The 30th Civil Engineer Squadron (30 CES) at Vandenberg Space Force Base (VSFB), CA, is conducting market research to identify parties with the experience, capabilities, and interest to perform the demolition of Buildings 13140 and 13143. The estimated project magnitude is approximately $3 million.
The purpose of this RFI is to gather information from industry to refine the government's acquisition strategy. This is a request for information only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
2.0 Project Summary
The project requires the contractor to provide all labor, material, and equipment to completely demolish Building 13140 (a multi-story dormitory), including its slab and foundations. The scope also includes the removal and disposal of all supporting equipment from Building 13143, abatement of all identified Asbestos Containing Material (ACM) and Lead-Based Paint (LBP), termination of all associated utilities, and complete restoration of the site. A draft Performance Work Statement (PWS) is attached for review.
3.0 Instructions for Respondents
Interested parties are requested to respond to the technical questions in Section 4.0 and provide the company information requested in Section 5.0. Please limit your total response to 15-20 pages.
4.0 Technical Questions for Industry
Please provide responses to the following questions based on the attached draft PWS.
4.1 Hazardous Materials Management
• 4.1.1: Describe your experience managing projects with both ACM and LBP abatement. How do you ensure compliance with NESHAP, state (Cal-OSHA), and local (SBCAPCD) regulations?
• 4.1.2: The PWS requires the hazardous material survey to be conducted by an independent third party, separate from the demolition/abatement contractor.
Describe your approach to managing this relationship and sequencing the survey, abatement, and demolition phases.
• 4.1.3: What is your typical approach for the handling, transportation, and disposal of ACM and LBP waste? Describe your documentation process (e.g., manifests).
4.2 Technical Approach & Demolition
• 4.2.1: The PWS specifies a performance period of 240 days with a building demolition window restricted to Aug 15 - Feb 15. Briefly outline a conceptual timeline that incorporates this constraint, along with pre-mobilization planning and site restoration.
• 4.2.2: Describe your proposed methodology for demolishing a multi-story concrete/masonry structure, including the complete removal of the slab and foundations. What key equipment do you anticipate using?
• 4.2.3: The project requires a waste management plan that maximizes recycling.
Describe your approach to debris segregation, processing, and disposal to meet California's C&D recycling goals.
4.3 Utility Coordination
• 4.3.1: This project requires coordination with multiple VSFB agencies (30 CES, Communications) and an external utility (American Water) for utility terminations.
Describe your experience managing projects with similar multi-agency coordination requirements. What is your process for managing utility outages?
• 4.3.2: The PWS requires the delivery of as-built drawings and GIS data for all utility termination points. What is your firm's capability to produce and deliver this data?
4.4 Site Restoration
• 4.4.1: The PWS requires backfilling to 90% compaction and a one-year warranty for the re-vegetated area. Describe your approach to compaction testing and ensuring successful vegetation growth over the one-year maintenance period.
4.5 Teaming and Subcontracting Approach
• 4.5.1: Describe your anticipated teaming or subcontracting strategy for this project.
Given the requirement for an independent HAZMAT survey, what types of firms (e.g., environmental consultants, specialty abatement contractors) would you seek as partners?
• 4.5.2: What percentage of the work do you anticipate self-performing versus subcontracting? Please specify which key tasks identified in the PWS you would likely subcontract.
4.6 Overall PWS Feedback
• 4.6.1: After reviewing the draft PWS, do you have any comments or concerns regarding the clarity, feasibility, or completeness of the requirements?
• 4.6.2: Are there any areas in the PWS where you would suggest alternative approaches or technologies that could offer better value, efficiency, or risk reduction for the Government? Please be specific.
5.0 Company Information
Please provide the following information:
• 5.1: Company Name, Address, Point of Contact (Name, Title, Email, Phone).
• 5.2: CAGE Code and UEI.
• 5.3: A list of relevant projects completed in the last [e.g., 5-7 years] of similar size, scope, and complexity. Please note any projects performed on military installations.
