SOURCES SOUGHT NOTICE NUMBER: W5J9JE-23-S-0001

TITLE: USACE TAE Energy Resilience Conservation Investment Program (ERCIP) Microgrid Controller, Zone 4, Camp Arifjan, Kuwait

REQUEST FOR INFORMATION (RFI): This notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. No proposals are being requested or accepted with this notice. THIS IS NOT A

SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE.

Respondents will not be notified of the results of the Market Research RFI. “This Market Research RFI does not constitute a commitment by the U.S. Government”.

PROJECT SCOPE: The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary Division (TAE) anticipates a requirement for a contractor to supply resilient power to four (4) unit distribution substations (UDS 1-4) including nine climate-controlled warehouses, by connecting to an existing host nation switching station and installing a microgrid photovoltaic and batter energy storage system (PV and BESS) to be interconnected to the powerplant switchgear at the Zone 4 Power Plant at Camp Arifjan, Kuwait.

The work will require the contractor to perform a survey on the power plant’s software, communication, synchronization, and control system prior to installing any new equipment. This project is a design bid build for the installation of microgrid system consisting of 1.25MW roof mounted solar arrays and a 1.5MWH BESS. This project includes all associated electrical cable and conduit, electrical panels, transformers, inverter system, medium voltage (MV) switchgear controls, ethernet, and fiber optic communication lines, cyber security measures, security fencing, concreate pads. The microgrid system will include a master and synchronization controller. The master controller will integrate the energy sources to provide overall monitoring and control of the power assets. Equipment concrete pads shall be constructed for all outdoor equipment as shown on the Contract drawings, which will be included with the solicitation. The project also calls for building a shade canopy over the AC combiner switchboard equipment and BESS. A chain link security fence shall be installed around each of the PV inverter concrete pads and the AC combiner shade canopy.

This project is a load side interconnection to the power plant at Zone 4, and a power grid connection to the loads fed by the power plant. The Contractor shall install a MV switchgear to connect to host nation switching station. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the microgrid project at Camp Arifjan, Kuwait as specified in the solicitation. Work shall comply with all local, and US applicable code requirements. All the interconnection work shall be performed and in accordance with NEC 705.12.

Existing Conditions: The Zone 4 Power Plant (Z4PP) consists of six 1-megawatt generators. Power is produced by three of the one (1)-megawatt (MW) generators six (6) months out of the year during the hottest months. The Z4PP was constructed and installed in 2015, with a load bank that maintains the optimum loading on the generators while maintaining the spinning reserve. The load bank is recognized to waste fuel in the performance of the mission. The load bank is no longer required and will be removed as part of this project. Currently no other alternative generation is on site that adds resiliency or redundancy to supply clean power, however the host nation grid is planned to be available sometime next year. A power connection to the loads powered by Z4PP is part of the scope for this project. The Z4PP is only energized for six (6) months (summertime) and runs for 24 hours a day, providing three (3) MW of power to four (4) unit distribution substations (UDS 1-4) including nine (9) climate-controlled warehouses.

TYPE OF CONTRACT: This acquisition, if solicited and awarded, will result in a Design-Bid-Build, firm-fixed-price construction contract.

SELECTION PROCESS: The Government is considering the use of Request for Proposal (RFP), Federal Acquisition Regulation (FAR) Part 15, procedures for this project. The intent is for the RFP to be issued using the Best Value Trade-off (BVTO) source selection continuum.

DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), the magnitude of this construction project is between $10M to $25M.
