REQUEST FOR INFORMATION/SOURCES SOUGHT FOR

DEPARTMENT OF HOMELAND SECURITY

U.S. CUSTOMS AND BORDER PROTECTION

NATIONAL FLEET MANAGEMENT

TIRE PURCHASING, DISTRIBUTION AND MANGAEMENT PLATFORM

I.PURPOSE
U.S. Customs and Border Protection (CBP), National Fleet Management, is conductingmarket research on a robust and efficient tire purchasing, distribution and management platform to support all of CBP operational systems’ tire requirements. . The National Fleet is comprised of approximately 23,000 road vehicles and other assets spread across the nation. The CBP National Fleet is a key component supporting CBP mission needs. As such, it is spread across the northern and southern border, land ports, airports and seaports nationally. Annually, 33,000 tires are purchased independently thus creating inefficiencies and the inability to share data efficiently, leading to inconsistent tire prices, and underscoring the need to conduct usage data and per unit cost analysis and nationwide reporting. CBP seeks to reduce cost and have all sectors under one platform to buy tires of different sizes across multiple tire manufacturers.

2.0 BACKGROUND AND OBJECTIVES

The CWR Directive, No. 5225-03 enacts CBP enterprise-wide policy that directs establishment and sustainment of materiel readiness to meet mission requirements at best cost. The ELLCM IPT is managing the implementation of the CWR Directive. The Deputy Commissioner has directed the Exemplar Program to demonstrate the available cross cutting capabilities that CWR utilizes from an enterprise sustainment perspective. The Tires Exemplar has been chosen because it spans across the entire agency and it is considered mature enough to provide sufficient data to perform relevant analyses. Based on the initial analysis, it has been determined that there is potential to reduce the cost of tire purchases across the agency by switching from the current retail purchase process to a national platform.
