About this file

This is a Request for Information (RFI) and Market Intelligence Notice issued by the U.S. Army Corps of Engineers, Honolulu District, for market research purposes only and does not constitute a solicitation or commitment to award a contract.

The RFI seeks information regarding the design and construction of a multi-level nonorganizational vehicle parking garage at Tripler Army Medical Center on Oahu, Hawaii, with a total programmed amount of $207,600,000. The project will accommodate an additional 850 vehicles and include structural bays optimized for efficient vehicular circulation, ADA-compliant parking spaces, stairwells, elevators, integrated intelligent transportation information systems, occupancy sensors, fire protection and alarm systems, and site improvements including site preparation, utilities, storm drainage, roadway connections, pedestrian sidewalks, landscaping, and exterior lighting. The facility will be designed for a 40-year minimum lifespan in accordance with DoD Unified Facilities Criteria (UFC 1-200-02) with sustainable design features, energy efficiencies, and operation and maintenance manuals. The acquisition strategy will utilize Progressive Design-Build (PDB) Construction under Other Transaction Authority 10 U.S.C. § 2808a, employing a qualifications-based two-phase approach. Phase 1 involves design and preconstruction services with open-book cost estimates and value engineering, while Phase 2 includes final design and construction upon agreement on a Guaranteed Maximum Price (GMP). Interested firms must complete a questionnaire by September 3, 2026, at 2:00 pm HST via the provided online form. Participation is voluntary, and responses will not obligate the Government to issue a solicitation or affect future proposal eligibility.

PROJECT OVERVIEW:

Construct a multi-level parking garage.

Primary facility will provide enough parking to accommodate an additional 850 vehicles. Project will provide structural bays optimized for efficient vehicular circulation and parking layout, including ADA-compliant spaces, stairwells and elevators for pedestrian circulation, conveyance and egress, integrated intelligent transportation information system, occupancy sensors, fire protection and alarm systems.

Special Costs include Sustainable Design and Development, Energy Policy Act of 2005, Operation and Maintenance Support Information, Design During Construction, Gross Receipt and General Excise Taxes features shall be provided.

Site Improvements include site preparation and grading, utilities, storm drainage, and roadway connections, pedestrian sidewalks, concrete curb and gutter, pavement markings, vehicular and pedestrian signage, landscaping, exterior lighting, and site furnishings. Facilities will be designed to have a minimum life span of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope, integrated building systems performance, and other facility requirements. Operation and maintenance manuals will be provided.

Total Programmed Amount: $207,600,000.00

ANTICIPATED ACQUISITION STRATEGY: Progressive Design-Build (PDB) Construction under Other Transaction Authority 10 U.S.C. § 2808a. The PDB OT approach uses a qualifications-based PDB model, which is unlike traditional design-bid-build or fixed-price design-build, PDB is a collaborative, two-phase delivery method designed to optimize design, cost, and schedule alignment for complex projects.

The process is defined by two distinct phases:

Phase 1 (Design and Preconstruction Services): After selecting a Company to serve as the progressive design-build team (Design-Builder and Designer of Record) based on qualifications and experience, not a final price, the Government, Company, and the end-user work as an integrated team.

This phase focuses on collaboratively developing the project design from an early concept to a sufficiently detailed level. Throughout this phase, the Company provides open-book cost estimates, constructability reviews, and value engineering to progressively align the project scope with the budget.

Phase 2 (Final Design and Construction): Once the design is advanced to an agreed-upon level of completion, the Company submits a commercial proposal, often a Guaranteed Maximum Price (GMP), for the final design and construction work. If the Government and the Company agree on the price and schedule, the contract is modified to authorize Phase 2. If an agreement cannot be reached, the Government has an "off-ramp" option to take the completed design and procure the construction work via other means.

This progressive approach is intended to leverage the builder's expertise early, reduce risk by identifying challenges before construction begins, and provide greater cost certainty and budget control.
