About this file

This document is a Request for Information (RFI) issued by the Southeastern Power Administration (SEPA), United States Department of Energy, seeking information from potential vendors that may be interested in bidding on an upcoming project. The RFI seeks information to aid in the study of optimizing the utilization of federal pumped storage hydropower assets and new transmission paths between two Eastern Interconnection transmission planning regions.

The RFI outlines two separate studies: 1) A feasibility study to explore options for increasing the transfer capability between Georgia and South Carolina by establishing a new interconnection with an investor-owned 230kV transmission line in South Carolina, and 2) A capacity expansion study to quantify the theoretical increase in firm system capacity that can be derived from pumping. Interested parties are requested to submit their responses via email by 5:00 PM Eastern Time on April 8th. SEPA will then contact respondents to schedule a conference. The RFI states that this is for information and planning purposes only and does not constitute a Request for Proposal or a promise to issue one in the future.

REQUEST FOR INFORMATION

SOUTHEASTERN POWER ADMINISTRATION

United States Department of Energy (DOE) Southeastern Power Administration (SEPA) 1166 Athens Tech Road Elberton, Georgia 30635 March 19, 2024

1.0 OVERVIEW

1.1 SOUTHEASTERN POWER ADMINISTRATION is seeking information from potential vendors that may be interested in bidding on an upcoming project pertaining to how an interested contractor could aid in the study of optimizing the utilization of federal pumped storage hydropower assets and new transmission paths between two Eastern Interconnection transmission planning regions. Southeastern is in need of two separate studies: The first project objective consists of a study that would weigh options that would increase the transfer capability between Georgia and South Carolina, by performing a feasibility study for necessary actions which would establish a new interconnection with an investor-owned 230kV transmission line in South Carolina. The second study should be options to derive the additional energy from pumping performing a capacity expansion study quantifying the theoretical increase in firm system capacity that can be derived from pumping. Study 1 and Study 2 are independent and may be completed in parallel.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The purpose of this RFI is to get written and spoken information about the capabilities of different suppliers and prepare suppliers for an upcoming contract competition.
