About this file
This is a Request for Information (RFI) issued by the Army's Project Management Office Stryker Brigade Combat Team seeking industry input on capabilities to provide Stryker Family of Vehicles (FoV) lifecycle support services. The Army intends to award a sole-source contract to General Dynamics Land Systems (GDLS) as the Original Equipment Manufacturer (OEM) but is conducting market research on industry capabilities to perform maintenance activities not covered by existing technical manuals.
The RFI seeks information on two main areas: (1) Sustainment Services including garrison/deployment logistics services and Field Service Representative support for scheduled/unscheduled maintenance without access to OEM technical data, and (2) New Equipment Training/Fielding capabilities including developing training programs, conducting operator/maintainer training, and supporting total package fielding efforts. Responses are due by February 11, 2025 at 1600 EST and must be submitted electronically to the provided email addresses. The maximum size for each email response is 3.5 MB. The RFI specifies that this is for information gathering only and does not constitute a solicitation or guarantee of contract award.

REQUEST FOR INFORMATION:
OEM Stryker Sustainment Services
1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM (PMO SBCT)
2. SUBJECT: REQUEST FOR INFORMATION (RFI) / MARKET RESEARCH FOR THE STRYKER FAMILY
OF VEHICLES (FOV) LIFECYCLE REQUIREMENTS
3. DESCRIPTION AND BACKGROUND:
The Stryker FoV support contract was originally awarded on 16 November 2000 to General Dynamics Land Systems (GDLS) on a competitive basis to accomplish PMO SBCT’s mission. The Stryker was based on an existing vehicle system design (Light Armor Vehicle or LAV Ill) which had been developed exclusively at private expense. Therefore, in accordance with Section 2320(a)(2)(H)(i), Title 10, United States Code, the Army is generally precluded from requiring the sale or relinquishment of rights in technical data as a condition of responding to a solicitation or awarding a contract.
PMO SBCT continuously conducts market research in accordance with FAR 10.002(b)(2) to determine whether other capabilities of industry can be used to fulfill its life cycle requirements and to ensure its acquisition methods obtain the best value for the United States Government (USG). This market survey is part of an ongoing initiative with industry to better understand the current capabilities that may be of interest to PMO
SBCT.
The USG intends to award a sole-source contract to GDLS, the Original Equipment Manufacturer (OEM), to provide Contractor Logistics Support for maintenance activities that are not covered by existing technical manuals but are critical to maintaining Stryker vehicle readiness. This contract will leverage the OEM's exclusive expertise to perform specialized tasks, while avoiding duplication of efforts with existing contracts.
The purpose of this market survey is for the USG to determine the industry capabilities to perform the below services, which include transportation, supply, and maintenance not covered in published technical manuals.
1) Stryker Sustainment Services:
a. Garrison Logistics Services
b. Deployment Logistics Services
c. Field Service Representative (FSR) Support
2) Stryker New Equipment Training (Net) / Fielding
4. INFORMATION SOUGHT:
(1) SUSTAINMENT SERVICES
The USG is seeking information related to industry’s capability to perform scheduled and unscheduled maintenance support, which includes Garrison and Deployment maintenance services, to Stryker vehicles. Maintenance support also includes accompanying units during training exercises.
• Scheduled Maintenance: maintenance at required intervals (semi-annual, annual, or bi-annual) for field level tasks not currently covered in any technical manual and only available in OEM proprietary technical data.
• Unscheduled Maintenance: maintenance to ensure Stryker vehicles and vehicle kits remain fully mission capable (FMC), troubleshooting and repairing components without technical manuals and OEM proprietary technical data.
The Government is also seeking information related to industry’s capability to provide FSRs in support of SBCTs and other non-SBCTs where Stryker vehicles are located. Support includes providing technical advice and assistance to vehicle users and maintainers for all Stryker parts supply, vehicle transportation, Preventative Maintenance Checks and Services (PMCS) and hands-on maintenance for instruction, and maintenance issues. In addition, the Government is seeking information related to industry’s capability to provide advice and assistance on up-to-date troubleshooting input and diagnostic analysis information to return the vehicle system back to FMC plus safety status, as well as recommending any alternate maintenance procedures for incorporation into the Stryker Technical Manuals.
Please provide a response to the following questions:
a. Is your company capable of executing the requirements specified above on the Stryker FoV without any Technical Manuals or OEM proprietary technical data?
b. Please explain your company’s plan to troubleshoot and repair the Stryker FoV without proprietary OEM tech data, tools, etc.

Additionally, the USG is seeking information on industry's capability to conduct New Equipment Training (NET) for operators, maintainers, and Instructors and Key Personnel Training (IKPT). An understanding of the concept of live fire gunnery ranges and maintenance concepts relating to combat vehicles is required. The Government is also seeking information related to industry’s capability to certify instructors on the POI relating to all Stryker vehicle platforms.
Furthermore, the USG is seeking information on industry's capability to support total package fielding (TPF) efforts for the Stryker FoV. This support is required for Logistics activities to include Reset re-issue, Depot Repair Cycle Float maintenance, and fielding.
