About this file

This is a Request for Information/Sources Sought Notice issued by the Department of the Interior Acquisition Services Directorate on behalf of the National Cancer Institute's Center for Cancer Research. The Government seeks market research information regarding the availability of a spinning disk confocal microscope to replace its obsolete Yokogawa CV7000 system. Specifically, NCI requires a Yokogawa CV8000 high-throughput spinning disk confocal microscope or similar equivalent. The CV8000 specifications include a CSU-W1 dual spinning disk confocal unit, four solid-state laser lines (405, 488, 561, 640 nm), an LED lamp for brightfield and digital phase contrast imaging, six lenses ranging from 4X to 60X magnification, two Hamamatsu Orca Flash 4.0 sCMOS cameras with 82% quantum efficiency, a fully automated XYZ stage, and an integrated imaging chamber with temperature, CO2, and humidity control for time-lapse live cell experiments up to 72 hours.

Respondents must provide ten specific information items: company name and contact information; UEI in the System for Award Management; business size using NAICS code 334516 (Analytical Laboratory Instrument Manufacturing); manufacturer and item number with detailed characteristics; commercial availability confirmation; availability on General Services Administration Federal Supply Schedules or other federal marketplaces; expected system life; country of origin relative to Trade Agreement Act and Buy American statute compliance; lease availability options with rough order of magnitude pricing; and trade-in credit for the existing Yokogawa CV7000. Questions must be submitted to Melissa Onyszko and Desmond Harris by 9 AM ET on March 26, 2026, with responses due by 9 AM ET on April 6, 2026. This notice is for market research and acquisition planning purposes only and does not constitute a binding commitment, Request for Quote, or promise of future procurement. All response costs are the responsibility of interested parties.

REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE

Center For Cancer Research Spinning Disk Confocal Microscope

INTRODUCTION

The Department of the Interior (DOI) Acquisition Services Directorate (AQD), on behalf of the National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Receptor Biology and Gene Expression (LRBGE), is seeking sources and information for market research purposes. The goal is to determine the availability of a spinning disk confocal microscope to replace CCR’s current Yokogawa CV7000 microscope.

This notice is for market research purposes only. The information from this market research will assist the Government with acquisition planning.

BACKGROUND

NCI requires a Yokogawa CV8000 high-throughput spinning disk confocal microscope or similar to replace the obsolete Yokogawa CV7000. The Yokogawa CV8000 is a fully automated high-throughput confocal microscope. It is equipped with the CSU-W1 (Confocal Scanner Unit with widefield of view) dual spinning disk confocal unit, 4 solid state laser lines (405, 488, 561, 640 nm) for confocal fluorescent excitation, and an LED lamp for brightfield and digital phase contrast excitation, 6 lenses (4X NA = 0.16, 10X NA = 0.40, 20X long working distance NA = 0.45, 20X NA = 0.75, 40X water NA = 1.0, 60X water NA = 1.2), 2 Hamamatsu Orca Flash 4.0 sCMOS cameras (82% QE), and a fully XYZ automated stage.

The system is also equipped with an integrated imaging chamber with temperature, CO2 and humidity control for time-lapse live cell experiments for up to 72 hrs.

INFORMATION SUBMITTAL

In response to this notice provide the following:

1. Respondent’s company name; email and phone number for the point of contact; Unique

Entity Identifier (UEI) in the System for Award Management (SAM).

2. Business size in SAM utilizing North American Industry Classification System (NAICS) code 334516 – Analytical Laboratory Instrument Manufacturing.

3. Indicate if the respondent believes another NAICS is more appropriate.

4. Manufacturer and item number of the suggested spinning disk confocal microscope, along with detailed information indicating the characteristics of the microscope.

5. Indicate if the spinning disk microscope is commercially available in the marketplace.

6. Indicate if the respondent’s microscope is available on General Services Administration’s

Federal Supply Schedules or other federal commercial marketplace.

7. Indicate the expected “life” of the microscope.

8. As it relates to the Trade Agreement Act and the Buy American statute, indicate the country of origin of the spinning disk confocal microscope. Refer to Federal Acquisition Regulations 25.402. Subpart 25.4 - Trade Agreements | Acquisition.GOV.

9. Indicate whether the microscope identified by the respondent can be leased. If it can be leased, the respondent is requested to provide a rough order of magnitude for the expected “life” of the microscope.

10. Note, the Government currently has a Yokogawa CV7000 available for trade-in credit towards a future acquisition. Provide the total rough order of magnitude credit amount available for this trade-in.
