MSI has established detailed specifications for the soap flakes or pellets, including requirements for soap base composition (80-85 percent tallow, 15-20 percent coconut oil), acid value of fatty acids (214-218), moisture content (10-15 percent), and anhydrous soap content (79 percent minimum), along with other chemical parameters. Vendors are asked to provide redlined versions of these specifications or propose alternatives with justification. The RFI requests information on industry standards, testing methods, quality control procedures, and product validation approaches. All responses become the property of the State and are subject to disclosure under Michigan's Freedom of Information Act. The State will not incur costs for vendor response preparation or delivery, and this RFI does not constitute an offer to enter into a contract.
