About this file

This Request for Information (RFI) is issued by the State of Michigan Department of Corrections Procurement division (Request ID: 180000000016) to gather market intelligence on mattress ticking specifications and suppliers. The RFI seeks information on types of mattress ticking, applicable regulations, testing standards, and industry best practices to inform the development of a future Request for Proposal (RFP). The Michigan State Industries (MSI) manufactures mattresses for the Michigan Department of Corrections and other public entities. Vendors are invited to submit responses by 3:00 p.m. EDT on April 27, 2018, with a question deadline of April 12, 2018. Responses should be submitted through the SIGMA VSS system and via email to Cathy Carr at CarrC@michigan.gov. The State reserves the right to invite vendors for oral presentations and indicated that a follow-up to responses would occur on May 4, 2018. Vendors are requested to provide 12" x 12" samples of their ticking products and to redline the canceled bid document using track changes with suggestions for improvements.

The RFI requires respondents to address comprehensive technical specifications including cigarette ignition testing (CFR 16 Part 1632 Class A compliance), antimicrobial properties, anti-static capabilities, skin sensitization and cytotoxicity testing, phthalate-free and PVC-free construction with four-way stretching, hypoallergenic properties, hydrostatic waterproofing capabilities, peel adhesion, weight, tear strength, and breaking strength. MSI has historically used Surechek ticking; however, vendors may propose alternate products of equivalent or greater quality for State consideration. The State retains sole discretion to incorporate alternate products or suggested redlines into the upcoming bid document. No pricing information is requested in this RFI, and all responses will become the property of the State and subject to disclosure under Michigan's Freedom of Information Act. The State will incur no liability for costs associated with response preparation or submission.
