About this file

This Request for Information (RFI) from the Federal Bureau of Investigation (FBI) seeks to identify vendors capable of providing comprehensive Textron Aviation fixed-wing aircraft parts. The RFI targets vendors who can supply all Textron parts without exception, including OEM parts, proprietary parts, rotables, consumables, and components for Cessna, Beechcraft, and Hawker aircraft platforms. Interested vendors must submit a 10-page Capability Statement by 26 JAN 2026 at 2pm EST to mgolicz@fbi.gov, detailing their company information, parts capability, supply chain logistics, and quality compliance. The FBI emphasizes the need for full parts coverage to support operational readiness and streamlined procurement, with an attached historical parts list serving as a baseline for assessing vendor capabilities.

FEDERAL BUREAU OF INVESTIGATION

FINANCE AND FACILITIES DIVISION

PROCUREMENT SECTION

Request for Information (RFI) Textron Aviation Parts – Sources Sought

Issuing Agency: Federal Bureau of Investigation (FBI) RFI Number: 26-Q-0000064 Date Issued: 15 JAN 2026

1. PURPOSE

The Federal Bureau of Investigation (FBI) is conducting this Request for Information (RFI) for market research purposes only. The intent of this RFI is to identify and assess potential vendors capable of providing the full range of Textron Aviation fixed‑wing aircraft parts without exception, including but not limited to original equipment manufacturer (OEM) parts, proprietary parts, rotables, consumables, and any other Textron‑produced or Textron‑authorized aircraft parts.

This RFI is issued solely for planning and informational purposes and does not constitute a solicitation, a request for proposal, or a commitment by the Government to procure any supplies or services.

2. BACKGROUND

The FBI operates and maintains fixed‑wing aircraft platforms supported by Textron Aviation (Cessna, Beechcraft, and Hawker). Over the past two years, the FBI has procured a wide range of Textron Aviation fixed‑wing aircraft parts to support ongoing aviation operations, maintenance, and sustainment requirements.

An attachment to this RFI includes a list of Textron parts purchased by the FBI during the prior two‑year period. This list is representative of the scope, complexity, and breadth of parts that vendors must be able to supply.

3. ELIGIBILITY REQUIREMENT (MANDATORY)

Vendors must demonstrate the capability to provide all Textron aviation parts without exception to be eligible for consideration.

• Vendors that can only provide a subset of Textron parts (e.g., only certain aircraft models, categories, consumables, or non‑OEM items) will not be considered responsive to this RFI.

PROCUREMENT SECTION

• Partial capability, tiered sourcing, or conditional availability does not meet the Government’s requirement.

This requirement is essential to support operational readiness, supply chain reliability, and streamlined procurement.

4. SCOPE OF PARTS

The required capability includes, but is not limited to:

• Textron Aviation OEM parts (Cessna, Beechcraft, Hawker, and related platforms)

• Proprietary and OEM‑controlled parts

• Rotable components and line‑replaceable units (LRUs)

• Structural, mechanical, electrical, and avionics‑related components

• Consumables and expendable parts

• Parts requiring OEM traceability, certification, and documentation

The attached historical parts list should be used as a baseline for assessing the scope of capability required.

5. REQUESTED INFORMATION FROM RESPONDENTS

A. Company Information

• Legal company name

• Address and point(s) of contact

• Cage Code and UEI

• Years in business supporting Textron aviation platforms

• Business size: Large, Small, VOSB, etc.

• Explanation of how proprietary and OEM‑controlled parts are sourced

C. Supply Chain and Logistics

• Ordering and fulfillment process

PROCUREMENT SECTION

• Experience providing parts to Federal or law enforcement aviation programs

6. SUBMISSION INSTRUCTIONS

• Capability Statements shall not exceed 10 pages (excluding attachments).

• Submissions shall be provided in PDF format.

• Vendors shall reference the attached historical parts list in their response.

Submission Deadline: 26 JAN 2026 no later than 2pm EST Submission Email: mgolicz@fbi.gov

8. DISCLAIMER
