About this file

This is a Request for Information (RFI) issued by Army Contracting Command - Detroit Arsenal (ACC-DTA) on behalf of the Product Manager for Engineer, Maintenance and Support Equipment (EMSE). The RFI seeks market research to identify qualified contractors capable of providing a complete and fully integrated Standard Automotive Tool Set (SATS) M1221 system. The SATS M1221 is an ISO 8' x 8' x 20' container equipped with an Improved Environmental Control Unit (IECU) and Advanced Medium Mobile Power Sources (AMMPS) generator mounted on a trailer, filled with tool chests and maintenance equipment used by Ordnance maintainers to perform two-level weapon system maintenance in tactical and non-tactical environments. Respondents must demonstrate capability to provide the trailer, cabinets, complete tool load, and integration of Government Furnished Property (GFP), including installation of ductwork, component mounting, and construction of an interior wall to isolate the generator from the rest of the container.

Responses are due by 1100 EST on March 26, 2026, and must be submitted to Barbara Rogowski at barbara.rogowski2.civ@army.mil. The RFI requests information on company capability, commercial availability and market history, production lead-time from contract award to first delivery, monthly and annual production capacity, and ability to meet a delivery schedule of up to 17 complete systems monthly. Contractors must address any long-lead items or capacity constraints preventing achievement of this schedule. The Government will consider responses from all responsible sources, including those with certified small business designations. Proprietary information must be clearly marked as "PROPRIETARY" for protection under 18 U.S.C. 1905. This RFI is for informational purposes only and does not constitute a solicitation or commitment for contract award. The applicable Product Service Code is 49 (Maintenance/Repair Shop Equipment) and applicable NAICS codes are 332216 and 333991.
