REQUEST FOR INFORMATION (RFI) – F-15SA Aircraft Maintenance Debrief System (AMDS)
The Air Force Life Cycle Management Center, F-15 FMS program office is seeking sources to determine the availability of capable contractors to provide AMDS administrative and technical support services to the Royal Saudi Air Force (RSAF). This includes maintaining RSAF’s F-15C, D, S and SA operating squadrons at up to six (6) locations throughout the Kingdom of Saudi Arabia. This is a recurring requirement currently occupied by a sole source vendor.
The RSAF requires contractor support to assess, install new equipment when required, maintain hardware and software, provide trained Saudi AMDS administrators, and provide familiarization training to other Saudi nationals that will enable the RSAF to safely and efficiently operate all AMDS equipment at all AMDS operating locations. AMDS technical services personnel are needed to manage and maintain AMDS equipment to carry out day-to-day reporting of F-15 post flight fault data in support of the RSAF flight operations. Most of the contractor's support shall be conducted in the Kingdom of Saudi Arabia except for Red/Green Flag training exercise support or other deployments. Other services include producing documents to meet RSAF requirements in the correct format and on time.
These services have been performed sole source for more than five (5) years. The Government does not own or have access to the data for these F-15 FMS Royal Saudi Air Force engineering services. Over the past five (5) years, software has been delivered semi-annually and status reports delivered monthly.
Thorough technical, price and/or cost analyses have been and will be performed as necessary by the F-15 System Program Office (SPO), Defense Contract Audit Agency (DCAA) and/or the Defense Contract Management Agency (DCMA).
A complete description of work is provided in the attached draft Performance Work Statement (PWS), dated 27 Jan 2023.
The acquisition and contract strategy have yet to be finalized, and this survey will be one of the factors used by the Government in the acquisition planning process. This is neither a Request for Proposal (RFP) nor a Notice of Contract Action (NOCA). This is a market research survey to determine the availability and adequacy of potential sources prior to determining an acquisition strategy and contract strategy. Requests for a solicitation will not receive a response.
Any information submitted by respondents to this RFI is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this RFI. The Government requests interested parties submit a statement of their qualifications with respect to the criteria described herein. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. No classified information shall be submitted.
Any response submitted by respondents to this RFI constitutes consent for that submission to be reviewed by Government personnel and/or Advisory & Assistance Services contractor employees supporting the F-15 Foreign Military Sales (FMS) Sustainment Branch (WAQI), unless the respondent clearly objects in writing to the release of this information to Advisory & Assistance Services Contractor employees supporting the F- 15 Foreign Military Sales (FMS) Sustainment Branch (WAQI), in a cover letter accompanying your capabilities package.
Questions concerning this requirement should be addressed to the Procurement Contracting Officer, James “Daniel” Faulkner james.faulkner.8@us.af.mil or the Contract Specialist Mark Vanderhoek at mark.vanderhoek@us.af.mil.
