This is a Request for Information (RFI) issued by the Department of the Air Force Life Cycle Management Center at Robins Air Force Base, Georgia, for the Enterprise Contracted Logistics Sustainment Support (ECLSS) program. The Government seeks to identify qualified sources capable of providing comprehensive supply chain management (SCM), materiel management, warehousing, and technical sustainment support services at the enterprise level. Work will be primarily performed at Robins Air Force Base with occasional travel to CONUS and OCONUS field sites. The contractor will function as the Service Provider for logistics operations supporting multiple weapon systems and will be required to utilize web-based systems including the Automated Logistics Management Support System (ALMSS) and other DoD-approved supply support systems (D200, D035, D043) to track materiel usage, manage stock leveling, and provide distribution functionality for both national stock numbers and part number peculiar items. All personnel must hold a minimum Secret clearance, with some positions requiring Top Secret clearance; foreign companies are excluded from participation.

Responses to the RFI's Capability Survey (Parts I and II) must be submitted by 4:00 PM EST on June 22, 2026, to Procuring Contracting Officer Philip Holt (philip.holt@us.af.mil) and Contract Specialist Jennifer Keller (jennifer.keller.3@us.af.mil). The anticipated contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with a Firm Fixed Price (FFP) structure, consisting of a one-year basic period, four annual option periods, and a six-month extension period, for a total of five years. The NAICS code is 561210, and respondents should indicate small business status and SAM registration. The RFI also includes an extensive set of questions regarding cost-sharing methodologies for multi-stakeholder environments and transportation/distribution strategies to 30+ global sites. This RFI is for market research purposes only and does not constitute a commitment to issue a formal RFP; all response costs are the responsibility of interested parties.

ROBINS AIR FORCE BASE GEORGIA

ENTERPRISE CONTRACTED LOGISTICS SUSTAINMENT SUPPORT (ECLSS)

REQUEST FOR INFORMATION (RFI)

DESCRIPTION:

The Government is conducting market research to identify potential sources that possess the expertise and capabilities to meet the qualification requirements to provide the services needed to support the Enterprise Contracted Logistics Sustainment Support (ECLSS) services at Robins Air Force Base, Georgia. The preponderance of work will be perfomed at this location with occasional travel requirements to support field sites in both CONUS and OCONUS locations.

The Government is establishing an enterprise approach for accomplishing effective Supply Chain Management (SCM) to provide global logistics support to the war fighter. The ECLSS performance tasks include functioning as the Service Provider (SP) at the enterprise level for Materiel Management, Warehousing, and related SCM activities as identified by the weapon systems. Additionally, technical support of sustainment activities associated with product support of weapon system inventory of the kind provided by a sustainment equipment specialist will be required.

An essential component of the ECLSS effort is to use the web-based Automated Logistics Management Support System (ALMSS) and/or other DoD approved supply support systems (e.g., D200 [Requirements Management System], D035 [Stock Control and Distribution System], D043 [Master Item Identification Control System]). These logistics support systems will be used to track materiel usage, provide historical data, determine stock leveling, and provide stock control and distribution functionality for both national stock number and part number peculiar items for wholesale and retail distribution. No trainee (apprentice) level personnel will be accepted for performance under this effort. All positions require a minimum of a Secret clearance, with some positions requiring access at the Top Secret clearance level. Foreign companies, as a prime, partner or subcontractor, are excluded from participating in this effort.

All tasks will be specifically directed by individual Task Descriptions (TD) issued under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The anticipated period of performance for this effort is five (5) years, consisting of a one-year basic period and four annual option periods in addition to a six-month extension period in accordance with FAR 52.217-8, Option to Extend Services.

This RFI is issued solely for informational and planning purposes; it does not constitute a RFP or a promise to issue a RFP in the future. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.

This involves multiple stakeholders with similar but varying needs (e.g., differing quantities/volumes). Given the FFP constraint, what internal cost-sharing practices or agreements have you found effective, or can envision working, to ensure fairness and predictability amongst the stakeholders? Please share any relevant experiences or examples, particularly those addressing fluctuating demand, uneven stakeholder participation, and mechanisms for adjusting cost allocations within the fixed price.

18. What methodologies does your company recommend for establishing a fair and equitable cost-sharing model among multiple stakeholders with varying needs?

19. How do you establish a baseline for cost allocation in a multi-stakeholder environment?

20. How do you ensure that the cost-sharing model remains stable and predictable over the entire contract performance period?

21. How would you structure a cost model for on-boarding/off-boarding of stakeholders to ensure a smooth transition and fair reallocation of costs?

22. What are the financial implications of on-boarding/off-boarding, and how would you propose to manage them?

23. How would you structure a cost model to account for the differing quantities and volume of services required by each stakeholder?

24. What is your approach to allocating fixed versus variable costs among stakeholders?

25. How would you handle situation(s) where a stakeholder may need to make a significant change during the contracts performance period?

26. What are the best practices for administering and managing a complex cost-sharing model?

27. Please provide examples of successful cost-sharing models you have implemented for similar government or commercial contracts.

28. What are key lessons learned from your past experiences with multi-stakeholder cost-sharing models?

29. What are the most common challenges in implementing and managing cost-sharing models, and how would you mitigate them?
