About this file

This is a Request for Information (RFI) issued by EPA Region 9 for Water Programs Environmental Consulting Services. The RFI is designed to gather market research and vendor feedback prior to formal solicitation, using a draft Performance Work Statement (PWS) and Requirements Document as reference materials.

The RFI contains 14 questions addressing vendor capability, experience, and business considerations. Key inquiry areas include: whether companies can meet all required PWS work or only specific modules; relevant experience with similar work, Pacific Island Territories, tribes, and small utilities; feedback on the appropriateness of NAICS code 541620 (Environmental Consulting Services) and suggested PWS modifications; business size and socio-economic status; estimated subcontracting needs; lead time required post-award; likelihood of proposal submission; commercial availability of services; existing GSA, NASA SEWP, or NITAAC contracts; and submission of capability statements documenting similar projects completed within the past five years. This RFI does not establish a contract, request pricing, or specify response deadlines, evaluation criteria, or award information, serving instead as a pre-solicitation market assessment tool to refine requirements before formal RFP issuance.
