This is a Request for Information (RFI) for powertrain component overhaul, repair, and parts acquisition services at Eglin Air Force Base, Florida.

The U.S. Air Force, through the Air Force Test Center at Eglin AFB, is conducting market research to identify capable contractors for a Multi-Award Indefinite Delivery/Indefinite Quantity (MAC IDIQ) contract supporting the 96th Range Support Squadron, Targets Flight. The contract will support overhaul, repair, and acquisition of powertrain and driveline components for a diverse fleet of foreign and domestic military armored systems, radar systems, trucks, and watercraft. The requirement covers a five-year base period with one optional five-year period for a total potential duration of ten years. The Government intends to use on-ramping procedures to add new contractors as needed throughout the contract life. The NAICS code assigned is 336992 (Military Armored Vehicle, Tank, and Tank Component Manufacturing) with a 1,500-employee size standard. Small business set-asides, including 8(a), HUBZone, EDWOSB, WOSB, and SDVOSB firms, are actively encouraged to respond.

Contractors must demonstrate capability to provide components that are 100% ready to install, meeting Original Equipment Manufacturer specifications. Delivery timelines include 120 calendar days for overhaul/rebuilt parts, 140 calendar days for new repair parts, and 40 calendar days for expedited repair parts. All work must comply with Technical Manual/Department of Military Weapon Requirements (TM/DMWR) standards for domestic assets and Object Design Motor Book/Object Design Transmission Book (ODMB/ODTB) standards for foreign assets, including specific engines such as Detroit Diesel, AGT 1500 Turbine, YaMZ-series, and V-series engines. Contractors must maintain rigorous quality control, provide performance test results including dynamometer testing and pressure checks, and furnish immediate technical support for defective components with replacement within seven working days. Capability statements must not exceed five pages and should address company profile, socio-economic status, technical capability, testing infrastructure, supply chain management, and past performance on similar contracts. Responses are due by 3:00 p.m. Central Time on June 26, 2026, submitted to the primary point of contact, Satsuki Bowman (satsuki.bowman.2@us.af.mil), or secondary contact, Amanda S. Request for Information (RFI):

Powertrain Component Overhaul, Repair and Parts

Acquisition, Eglin AFB, FL

The Department of War (DoW), United States Air Force (USAF), Air Force Material Command (AFMC), Air Force Test Center (AFTC), Enterprise Services and Innovative Solutions Branch (PZZC) at Eglin AFB, FL, is currently conducting market research seeking capability statements from potential sources, including small businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman-Owned (WOSB), and Service Disabled Veteran Owned (SDVOSB) small businesses that are capable of the requirement listed below.

After receiving this notice, all interested vendors should submit a response demonstrating their capabilities to meet the requirements listed below to the Point of Contact (POC). Proposals are not being requested or accepted at this time. As stipulated in FAR 15.101, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit a contract shall be solely within the Government’s discretion.

The NAICS Code assigned to this acquisition is 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing, with a size standard of 1,500 employees. Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e. SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort.

The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoW contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set- Aside is that small business prime contractors must comply with the Limitations on Subcontracting as defined in FAR Clause 52.219-14.

Any information submitted by respondents to this RFI is voluntary. This RFI notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice.

A draft Statement of Work (SOW) is attached to this RFI for reference purposes only. This draft details the anticipated requirements and will form the basis of the formal solicitation.

Detailed descriptions of the required services and specific instructions for the submission of capability statements are provided below:
