Cost estimates must present non-binding Rough Order of Magnitude (ROM) figures supporting an 11-year lease versus buy analysis, with Option A covering acquisition, delivery, site preparation, anchoring, utility connections, annual maintenance, and decommissioning costs, and Option B addressing mobilization, monthly or annual lease rates inclusive of maintenance, and demobilization costs. Industry feedback recommendations, not to exceed three pages, should address site planning requirements, electrical load specifications, contract type and pricing structure recommendations to maximize competition, and innovative alternative solutions. The Government explicitly states this RFI is for information gathering only; no solicitation currently exists, no contract will be awarded based on responses, and respondent costs will not be reimbursed. Responses are due by 4:30 P.M. Central Standard Time on Friday, August 7, 2026, and must be submitted via email to the three identified Government points of contact.
