About this file
This is a Request for Information (RFI) issued by the California Department of Corrections and Rehabilitation's Division of Adult Institutions, ADA Collaboration and Training Team, seeking vendor solutions for secure, facility-wide notification and alerting systems designed to support communication with incarcerated individuals, including those who are deaf and hard of hearing. The RFI seeks information regarding portable assistive devices or systems (such as wearable wristwatch paging systems) that can operate within secure correctional environments without reliance on traditional staff-driven face-to-face notification processes. CDCR requires solutions addressing eight core operational areas: secure closed network environment, notification functionality, ADA compliance accessibility, reduced staff dependency, ease of use, durability and security, maintenance and support, and scalability across individual housing units, entire institutions, and statewide deployment to 30 sites. The RFI was released on April 9, 2026, with questions due by April 16, 2026, and responses due by April 23, 2026. This RFI does not obligate CDCR to issue a subsequent procurement, though responses may inform future Request for Offer, Request for Proposal, or Request for Quote solicitations.
Respondents must submit five attachments including contact information, solution capabilities statement, questionnaire responses, additional information, and distributor/supplier contact information. Cost estimates are optional and non-binding. All responses become public records under the California Public Records Act and will be subject to the State's IT General Provisions (DGS PD 402/403 ITGP). CDCR will not reimburse costs for RFI preparation or submission, and responses will not be considered in evaluation of subsequent procurements. The agency reserves the right to request demonstrations or confidential discussions with interested vendors regarding their proposed solutions. Successful vendors must agree to applicable state terms and conditions and demonstrate relevant experience in correctional settings or similarly secure environments.
