Naturalization Test Redesign Request for Information/Sources Sought Notice

THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (SS-RFI)

United States Citizenship and Immigration Services (USCIS) is issuing this Request for Information/Sources Sought Notice to provide contractors with a draft Statement of Work (SOW) for an upcoming USCIS requirement to obtain feedback and capabilities statements. This notice is issued solely for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government is not obligated to, and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding.

Background:

USCIS is conducting a trial test of a revised speaking test and a multiple-choice civics test that are included on the test required for naturalization. As part of this speaking and civics trial test process, USCIS seeks to engage the services of a contractor to assist the agency with facilitating a technical advisory group (TAG) consisting of external subject matter experts in fields relevant to the naturalization test content (e.g., adult ESL, civics, U.S. government, American history, citizenship education, psychometrics, assessment design, etc.). The TAG members will review the content and structure of the speaking and multiple-choice trial tests, and they will provide USCIS with edits and recommendations. Additionally, USCIS will need input from the TAG to ascertain that the educational materials and resources for the revised test are developed at the correct educational level and are developed in a way that meets the needs of immigrant learners and the organizations that serve them.

USCIS intends to establish a single-award, firm-fixed-price, contract or task order. The acquisition approach is not yet determined.

Purpose and Objective:

USCIS is requesting contractor capabilities and past experience performing the work identified in the SOW and feedback on the acquisition approach.

Response Instructions

Responses shall be submitted to Mary Shinney at mary.a.shinney@uscis.dhs.gov and are due by 1700 Eastern Time, 07 February 2023.

Responses shall include the following information:

1. Company information to include:

a. Company Name, Address, Point of Contact Information;

b. System for Award Management (SAM) Unique Entity Identifier (UEI) #;

c. Business Size and Size Standard / Classification;

2. An introduction of your technical capability to support the requirements in the SOW, including your actual experience. Supporting explanation and/or documentation should relay your company's knowledge and past performance in the areas of work. Indicate whether experience was as prime contractor (provide a reference contract number) or as a subcontractor.

3. Provide your recommendation for the most appropriate NAICS code for this work along with justification. NAICS codes the Government is exploring include: 611710, Educational Support Services; 541990, All Other Professional, Scientific, and Technical Services and; 541720, Research and Development in the Social Sciences and Humanities.

4. Provide a Rough Order of Magnitude (ROM) of the cost of the project described in the SOW.

5. Provide details on whether your firm has a governmental-wide contract or multiple-award schedule that USCIS can place orders against or any other recommendations for acquisition approach.

Collection of this data does not obligate the Government to incorporate recommendation in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice.
