Request for Information (RFI)

The Request for Information (RFI) is being issued to address the need for reducing potential lower leg injuries of mounted crew which may occur during underbody blast and evolving threat events, through the use of floor mats.

The Ground Vehicle Systems Center (GVSC) is seeking information regarding floor mat material characteristics for the possible implementation into the interior of military vehicles.

Product data. Product data is information used to evaluate the range of products in the market that may meet your requirement. Examples of valuable data include:

1. information on the performance and interface characteristics of products in the market

2. applicable regulatory commercial and "de facto" standards

3. open system definitions

4. product differentiating factors

5. cost-driving factors

Product information may be samples, test results, product literature, etc. Product literature includes product data sheets, independent test reports, and product instructions. This data is more useful than advertising brochures.

Test data. Request information on test methodology and results. Suppliers provide test data from their own laboratories or from private laboratories. This data will be used to validate claims regarding product performance. In some instances, test data can eliminate or reduce the need for further testing. Be sure to request information on regulatory or third party testing or certification where appropriate.

Please supply the following information:

Company/Manufacturer & Subcontractors

1. Company name and point of contact (including position, telephone number, fax number, and E-mail address)

2. Address for both corporate offices and production facilities

Availability

1. Would your firm produce the required floor mat material in house or have a sub-contractor perform some or all of the manufacturing and final assembly? If so, what is the estimated percent between in-house and sub-contracted work? If your firm is a large business, what is the anticipated percentage of small business participation?

2. What is your firm’s anticipated lead time for production materials requisite in the manufacture of the floor mat materials after receipt of a Full Rate Production order (in days)? Please list for each variant.

3. What is the minimum order quantity required by your firm in order to maintain a sustained production line for the floor mat materials?

Cost & Timing

1. Please provide a Rough Order of Magnitude (ROM) cost estimate for your firm to produce the floor mat material described in this Market Survey.

2. Provide commercial pricing for equivalent floor mat Material

3. Provide development timing and identify the longest lead item and projected timing upon receipt of contract.
