+Request For Information (RFI)

MC-130J Link-16 MIDS-JTRS Caution:

The Government is conducting market research to identify potential sources that possess the software data, expertise, capabilities, and experience to meet qualification requirements to fabricate and install eight (8) Multifunctional Information Distribution System-Joint Tactical Radio System (MIDS-JTRS) Link-16 Radios with applicable software and the ability to retrofit with the Tac-Net Tactical Radio (TTR) on MC-130J Aircraft.

The level of security clearance and amount of foreign participation in this requirement has not been determined.

This effort provides an accelerated Line of Sight (LOS) Link-16 capability through installation of MIDS-JTRS on eight (8) MC-130J aircraft, with the option(s) of additional aircraft as required by the Program Office. This modification is a temporary install that leverages The Specialized Automated Mission Suite– Enhanced Situational Awareness (SAMS-ESA) Lite II system. This effort will also provide a retrofit kit to give the ability to use either MIDS-JTRS or Link-16. In addition, this effort upgrades the Specialized Automated Mission Suite - Enhanced Situational Awareness (SAMS-ESA) hardware/software to support AbMN software and architecture.

The Government will provide BU3 MIDS-JTRS radio as Government Furnished Equipment (GFE).

The Government does not own or have access to the data for these items. The Government has determined that this system is a non-commercial item.

Samples will not be available for potential suppliers to evaluate.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

This requirement is for install services and Non-Recurring Engineering (NRE) Services. Our installation strategy is a two-year contract (four single install options) and will continue through FY25. The projected quantities will be Best Estimated Quantities (BEQ) of 4 per year.

The Governments needs for installs will support the MC-130J which flies clandestine, or low visibility, single or multiship, low-level air refueling missions for special operations helicopters and tiltrotor aircraft, and infiltration, exfiltration, and resupply of special operations forces (SOF) by airdrop or airland intruding politically sensitive or hostile territories.

The Multi-functional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) provides U.S. and allied land, sea, and air forces with critical flight safety and mission-essential communications, navigation, and identification capabilities
