CAUTION:
This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the KC-135 KY58M Adapter Kits for use by United States Air Force (USAF) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards as this survey is for planning purposes and may not result in a solicitation or contract. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. Below is a document containing a description of the KC-135 KY58M Adapter Kits requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

KC-135 KY58M Adapter Kits
PURPOSE/DESCRIPTION
The Air Force Life Cycle Management Center, Tinker AFB OK (AFLCMC/WKDM) is conducting market research to identify potential sources that possess the production, repair, expertise, capabilities, and experience to meet qualification requirements for the production/remanufacture/repair of the KC-135 KY58M Adapter Kits.
Background Due to obsolescent issues the current KY58M cytological device that is used to provide secure voice communications for the ARC-164 radio is being replaced by the KY58M. The KY58M is a digital device, the KC-135 communication system is analog. This is causing the KY58M to lose functionality and preventing the ability of the ARC-164 in the COMS1 position to communicate securely. Attachment A shows the current KY58 interfaces.
The task is to produce/ manufacture new Group A kit for KC-135 to integrate new KY-58M onto the COMM1/ARC-164 radio (A-kits will consist of one wiring harness, one Ciphony panel and one relay system and OCMI cables (Support Equipment). The Government will provide all required data for existing KY58/ARC-164 and new KY-58M. Rockwell Collins will is designing the prototype for the kits. Examples kits and detailed descriptions of the components and diagrams will be provided once they are made available. Request BPE to include cost and schedule.
Applicants will be required to work closely with Rockwell Collins as they are the Original Equipment Manufacturer (OEM) for the communication software and Operational Flight Program (OFP) in the aircraft.
Planned Production:
Produce 405 (368 A/C; 37 Initial Spares) KC-135 KY58M Adapter Kits And an additional 19 Ciphony Panels for use in KC-135 Simulators.

The information provided in the RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure.
2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
3. Describe your capability and experiences in the manufacturing/fabrication of aircraft components similar to this requirement.
4. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.)
5. What is your company’s current maximum production capacity per month for the production of a KC-135 KY58M Adapter Kit (A-Kit) consisting of one wiring harness, one Cyphony panel and one relay system?
6. Include a detailed listing of facilities and equipment, including quantities, required to satisfy the requirements of this effort.

D. Contract Strategy Development
1. USAF has historically utilized long term contracts that are structured as Indefinite Delivery Indefinite Quantity (IDIQ) and Requirements strategies; USAF has historically utilized long term contract strategies that have a base period of performance with either Option Years or Award Term years. Please NOTE: The first delivery begins 120 days after contract award.
2. USAF utilizes DCMA Quality Assurance Representatives (QAR) for production/remanufacture/repair contracting efforts. Can you provide your experiences with DCMA QARs? Do you have a DCMA QAR in your local area or do you utilize a regional QAR?
