About this file
This is a Request for Information (RFI) issued by the United States Marine Corps (USMC) for market research purposes to identify potential sources capable of providing mature, production-ready Commercial-Off-The-Shelf (COTS) and/or Non-Developmental Item (NDI) Joint Light Tactical Vehicle (JLTV) Family of Vehicles solutions. The Government seeks existing JLTV, JLTV-like, JLTV-equivalent, or substantially comparable light tactical vehicles currently in production, previously fielded, previously qualified, or capable of rapid adaptation with limited integration and configuration changes. Desired solutions include vehicles, variants, companion trailers, kits, mission packages, and support systems that meet Marine Corps operational requirements. This RFI is conducted for planning and informational purposes only and does not constitute a solicitation for proposals, an obligation to acquire products or services, or an entitlement to payment for respondents. The Government explicitly reserves the right to reject any vendor input and has stated that no contract will be awarded from this announcement.
The RFI is aligned with the April 2025 Executive Order titled "Ensuring Commercial, Cost-Effective Solutions in Federal Contracts," and the Government specifically notes it is not seeking a new-start vehicle development effort. Interested vendors should note that responses to this RFI are not offers and cannot be accepted to form a binding contract. Per 10 USC 4022, vendors should provide information regarding their existing JLTV solutions and capabilities to assist the Government in understanding available market options for rapidly fielding vehicle solutions to support Marine Corps operations.

This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Vendor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to 10 USC 4022, responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
1. Purpose The Government is conducting market research to identify potential sources capable of providing a mature, production-ready, rapidly fieldable Commercial-Off-The-Shelf (COTS) and/or Non-Developmental Item (NDI) Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) capability and associated trailer to support Marine Corps operational requirements. Seeking COTS and NDI is consistent with the April 2025 Executive Order, titled "Ensuring Commercial, Cost-Effective Solutions in Federal Contracts.”
The Government is not seeking a new-start vehicle development effort. The Government is primarily interested in existing JLTV, JLTV-like, JLTV-equivalent, or substantially comparable light tactical vehicle solutions (referred to collectively as “JLTV” for ease of readability), including vehicles, variants, companion trailers, kits, mission packages, and support systems that are currently in production, previously fielded, previously qualified, or can be rapidly adapted with limited integration, test, and configuration changes.
A JLTV or equivalent is desired to have the following characteristics:
· A payload capacity of 3,500Lbs (4 Door)/5,100lbs (2 Door)
· Towing capacity up to 7,500lbs
· Scalable crew protection (A-kit/B-kit armor)
· 60-inch fording capability
· Environmental protection
· Able to meet Marine Corps Mission Profile of 70% off road
· 10KW of On-Board Vehicle Power
· Commonality of parts between truck and trailer
· Trailer compatibility with JLTV
· Anti-lock Brake System (ABS) Electronic Stability Control (ESC) capable
· Front and rear facing camera
· Use of existing logistics and training resources
· Vehicle CANBUS & C5ISR networks shall comply with DoDI 8500.01 (Cybersecurity) & DoDI 8510.01 (Risk Management Framework).
This Request for Information is intended to assess industry capability, production capacity, schedule feasibility, manufacturing maturity, technical maturity, integration readiness, sustainment support, technical data availability, and potential acquisition approaches for delivery of JLTV FoV capabilities, variants, trailers, kits, mission packages, and associated support.
The Government requires a commercially available, “off-the-shelf,” NDI JLTV variant and associated JLTV trailer, and is anticipating possibly delivery requirements of up to 7,500 vehicles and up to 4,000 JLTV trailers over the course of an anticipated five-year base period of performance with five one-year options. Initial delivery of 3 production representative JLTVs & JLTV-Ts within 90 days of contract award, 50 JLTVs & 50 JLTV-Ts within 10 months of contract award will be required. Associated logistics products and spares packages are made available within 12 months of contract award. Ability to provide armor traceability systems and processes should be in place from vehicle one.
This RFI is for market research purposes only and does not constitute a Request for Proposal, Invitation for Bid, or promise to issue a future solicitation.
2. Background The Marine Corps has an enduring requirement for the JLTV FoV to support expeditionary operations, tactical mobility, survivability, payload, transportability, command and control integration, and mission package adaptability.
The Government is evaluating potential approaches to procure additional JLTV FoV capabilities, associated companion trailers, kits, and mission packages to meet operational requirements and support fleet modernization objectives. Potential acquisition approaches may include, but are not limited to, a commercial solutions opening, full and open competition, limited competition, use of existing contract vehicles, rapid fielding authorities, Middle Tier of Acquisition pathways, or other appropriate acquisition strategies.
The Government’s primary interest is in COTS/NDI solutions that minimize development, reduce schedule risk, leverage existing production capacity, and support accelerated fielding. The Government seeks information from industry on available capabilities that can fully or partially satisfy, or accelerate, Marine Corps JLTV FoV requirements without a traditional vehicle development phase.
3. Scope of Interest The Government is seeking information on available or near-available COTS/NDI JLTV FoV solutions that may include:
JLTV vehicles or JLTV-equivalent light tactical combat vehicles Utility, general purpose, heavy-guns carrier, shelter carrier, or substantially comparable variants JLTV companion trailers or compatible trailer solutions JLTV mission package integration Communications, command and control, network, and electrical architecture integration Armor, survivability, and force protection solutions Transportability configurations Government or contractor logistics support Spares, repair parts, tooling, and test equipment Training, technical manuals, and fielding support Technical data, interface control documents, software documentation, and configuration management support Production ramp capacity and delivery schedule options Retrofit of existing JLTV FoV Responses should clearly identify whether the proposed solution is:
Commercial-Off-The-Shelf Non-Developmental Item Modified COTS Existing military vehicle adapted for U.S. Marine Corps use JLTV-equivalent or substantially comparable light tactical vehicle capability Responses that require significant new design, engineering development, qualification, manufacturing process development, or new production facilities should clearly identify those dependencies and associated schedule impacts.
