About this file

This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base on October 7, 2026, for market research on contractor support approaches for Offensive Small One-Way Attack Unmanned Aircraft Systems (O-sUAS). The RFI is not a solicitation and does not constitute a promise to issue a future Request for Proposal. The Government will not reimburse respondents for preparation costs, though information provided may be used to develop acquisition strategy, statements of work, and performance specifications.

Respondents must propose comprehensive sustainment approaches addressing all twelve Integrated Product Support Elements (IPSEs) as defined in the May 2022 DoD Product Support Manager Guidebook: Product Support Management, Design Interface, Sustaining Engineering, Maintenance Planning and Management, Supply Support, Support Equipment, Technical Data, Training and Training Support, IT Continuous Systems Support, Packaging/Handling/Storage/Transportation, and Manpower and Personnel. Solutions must specifically address robust point-of-need repair and forward technical field services, rapid supply chain integration and recovery, and surge capabilities for mission operations in contested logistics environments. Respondents are encouraged to propose innovative alternatives deviating from baseline assumptions if they result in more effective, affordable, or producible systems. Responses must not exceed 10 pages, be submitted in searchable Adobe PDF or Microsoft Word format with 11-point font and 1-inch margins, and include CAGE code, UEI number, business size/status, and primary point of contact information. All proprietary or competition-sensitive data must be clearly marked. Electronic submissions are due to four Government contacts by October 28, 2026, at 5:00 p.m. EST.

SUBJECT: Request for Information (RFI) –Contractor Support Approaches for Offensive Small One-Way

Attack Unmanned Aircraft Systems (O-sUAS)

1. NOTICE

This Request for Information (RFI) is issued solely for market research, planning, and informational purposes in accordance with FAR Part 10. It does not constitute a Request for Proposal (RFP), solicitation, or promise to issue an RFP in the future. The Government will not reimburse respondents for any costs incurred in preparing or submitting information. Information provided may be used by the

Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

2. BACKGROUND AND SCOPE

The United States Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, and Reconnaissance & Special Operations Forces (ISR & SOF) Asymmetric Warfare Division

(AFLCMC/WIS) is conducting market research via this RFI to identify future sustainment approaches.

The objective is to provide highly agile, comprehensive contractor support for an operational fleet of offensive small one-way attack unmanned aircraft systems (O-sUAS).

3. REQUIREMENT

While this RFI outlines specific baseline areas of interest, the Government's primary interest is in overall contractor support capability. Therefore, respondents are encouraged to propose innovative solutions, alternative concepts, and trades that may deviate from baseline assumptions if they result in a more effective, affordable, or producible system (e.g., delineating between expendable one-way airframes vs. reusable ground control and launch infrastructure).

All proposed sustainment approaches and life-cycle activities must address support across the twelve (12)

Integrated Product Support Elements (IPSEs) as outlined in the May 2022 DoD Product Support Manager

(PSM) Guidebook. The IPSEs are as follows: Product Support Management, Design Interface, Sustaining

Engineering, Maintenance Planning and Management, Supply Support, Support Equipment, Technical Data, Training and Training Support, IT Continuous Systems Support, Packaging, Handling, Storage, and

Transportation, Manpower and Personnel.

This initiative seeks agile, resilient sustainment concepts engineered specifically for all operational environments including potentially contested logistics environments. Along with inclusion of the 12

IPSEs, solutions must deliver approaches for the following:

1. Robust point-of-need repair and forward technical field services

2. Rapid supply chain integration and recovery

3. Surge capabilities for mission operations to maximize operational availability in changing operational environments

4. INSTRUCTIONS TO RESPONDENTS

1. Format: Responses should not exceed 10 pages (excluding cover page and company profile). Documents must be in searchable Adobe PDF or Microsoft Word format, 11-point font or larger, with 1-inch margins.

2. Company Information: Please include CAGE code, UEI number, business size/status under the recommended NAICS code, and primary point of contact (POC) information.

3. Proprietary Markings: Clearly identify and mark all proprietary or competition-sensitive data.

4. Submission: Send electronic responses to daniel.harkins@us.af.mil (Contracting Officer), sean.sikora@us.af.mil, daniel.schott@us.af.mil (Logistics Management Specialists), and aaron.sorrell.1@us.af.mil (Program Manager) by 28 October 2026 at 5:00pm EST.
