BACKGROUND
1 Scope
This is a contract to provide technical services to the Federal Bureau of Investigation (FBI)
Critical Incident Response Group (CIRG). This is a non-personal services contract. The
Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction
The Critical Incident Response Group’s Render Safe Unit (RSU) has a requirement for a human performance program with a multi-disciplinary approach to optimizing mental and physical health that will increase productivity and maximize performance. This requirement is essential to
RSU’s no fail mission of rendering safe weapons of mass destruction as it relates to Presidential
Policies and FBI Directives. FBI Personnel involved in this mission by FBI policy and Standard
Operating Procedures (SOPs) are routinely exposed to heightened levels of job-related mental and physical stress. Additionally, they are required to perform physically, face life-or-death decisions, deal with extreme trauma, and operate in unpredictable environments. The human performance program’s intent is to maximize functional mental and physical performance, decrease injuries, and extend the operational career, and overall health and effectiveness of the
Version 1.2 Page 3 bomb technician.
1.2 Background
CIRG/RSU must contract human performance technical services that are commensurate with the no-fail mission’s physical and mental demands. SOPs and FBI Policy require extraordinary demands on CIRG/RSU personnel. Job specific functions are highly complex, technical and physical. In order to maintain and sustain CIRG/RSU’s highly skilled workforce a multidimensional program that optimizes mental and physical health is necessary. Research proves that optimizing mental and physical health maximizes productivity and performance specifically in stressful work environments. Human Performance technical services must be within the limitations and constraints defined by the Render Safe Unit and incorporate the best practices, techniques and procedures from instructors with extensive and varied real world experience. This instruction is required to accomplish selection and assessments, and to maintain a viable workforce that is capably of completing their no fail mission as deemed by FBI Policy and Presidential Directives. This training also supplements and enhances the current basic level of human performance and strives to maintain a healthy, effective workforce with added longevity and injury prevention.
2 Requirements
2.1. CIRG/RSU requires an assortment of the following to meet their Human Performance program’s needs.

Instructors shall have the appropriate expertise in the content they cover and the workshops will be able to accommodate at least 15 persons.
2.1.2. A monthly webinar customized to fill knowledge gaps, as they arise, of CIRG/RSU personnel as it relates to human performance.
2.1.3. On-Site injury reduction, body composition screenings, and a physical baseline test for 60 personnel. These screenings will establish baselines, identify areas of improvement, and provide customized feedback for improvement. The screenings will also identify areas in the body that may be more susceptible to injury and provide corrective action.

5. The Government shall not be liable for any injury to the Contractor or damage to the
Contractor's property unless such injury or damage is due to negligence on the part of the
