About this file

This is a Request for Information (RFI) issued by the U.S. Embassy Vientiane to conduct market research on health insurance providers capable of covering locally employed staff. The U.S. Embassy seeks information on group health insurance plans for approximately 280 employees, 225 spouses, and 650 children, with coverage required to include hospitals and medical facilities in both Laos and Thailand. The RFI is for planning purposes only and does not constitute a commitment to award a contract or issue a future solicitation. Respondents should submit white papers by 17:00 local time on September 14, 2026, via email to VientianeProcurement@state.gov. All submissions become government property and will not be returned. The anticipated contract award, if a future solicitation is released, is expected in late 2027, with a planned contract period of one year plus four one-year option periods.

The RFI requests detailed information across 37 areas, including available plan options and specifications, network hospitals, premium and payment rate calculations, optional coverages (dental, ophthalmological, ambulance, air ambulance, international, and catastrophic), age limits, family plan structures, coverage areas in Thailand and internationally, claims submission processes, approval timelines for reimbursements and emergency direct payments, enrollment procedures, insurance certificate distribution, and policy modification capabilities. Interested parties must provide administrative information including a designated point of contact and contracting strategy. The government will not reimburse any costs associated with responding to this RFI, and participation is voluntary. Questions must be submitted in writing by September 1, 2026, via email and will be answered by posting responses to SAM.gov. The Department of State is the federal agency conducting this market research.
